They couldn't call the game "Wally Bear and the Just-Say-No Gang" because that phrase was trademarked by the government. So if they weren't affiliated with any governmental bodies, what was the point of making a drug PSA game?
I'm 40 years old now, but I grew up with parents who had Marijuana and peyote who used them as medicinal as ointments/cream. I never exploited it. When I saw someone draw weed imagine, my first thought was why is that guy making medicine plant images. Smoked weed a handful of times, I'm whatever with it. Just makes me hungry. I've never used peyote other than back pain cream randomly a few times in my life.

Until AMA members started prescribing them for me. A more cynical person might suggest the AMA had ulterior motives to back an unlicensed anti street-drug game.
Also, Crossbow was another Exidy light-gun game (though in the arcades it was a light crossbow) where the shooter had to protect their party from various ne'er-do-wells trying to kill them. So, probably marginally more acceptable than Chiller.
@@AlmostSomething Checked on wikipedia. The company originally went bankrupt in 1985, had a 'change of leadership' and shipped its last proper game in 1988 before going into poker machines. So I was wrong, but also, kinda right. I think the first thing a new leadership would have done is license out the older properties for some quick revenue. I'm not sure that it would otherwise make sense to license a 1977 black and white driving game even if it was notorious at time of production.

I don't know if the Exidy games were exactly 'licenced', the company had gone down the pipes by the mid eighties.
