I mean when you have a radiator that large you can keep your pc cool easily. And maybe your room warm too. Put a fan on it and you got pseudo electric heating.

This is my kinda mod! Function > Form. This is the sort of stuff I did when I was first getting into computers and hella-poor, my craziest mod was repurposing a minifridge and pumping the air into the PC (didn't work as well as you might think- think I got 2c of improvements- fridges cool too slowly. This mod reminds me of my laser engraver- the enclosure is cardboard/duck tape/hot glue- the filter box for air extraction is a carboard box with cardboard spacers so I can add 3-5 layers of filter which I cut up out of cheap HVAC filters and it works great! I used to stink up the whole house when burning but now not even the room it's in smells and I've been using it for almost a Year now... I was going to build something permanent but it's so easy to work on/modify/repair as cardboard that I doubt I'm going to build a more permanent enclosure, I love tinkering with things like this! Now switch it up and instead of suction flip it around and blow instead if you can! Most of these Vacuums you can both suck/blow.
Grinding your chassis with motherboard in it. It's pure luck, it works after that. Metallic dust on electronic circuits can lead to short circuit and other failures
This should work, but is likely the loudest possible cooling solution one could utilize. Is this an overclockable CPU?? If so you could try to OC it to see how far you can push it with and without janitorial supplies.

Mr Yeester has done a pc in a freezer, and at first it works great, but at as it heats up it isn't very great. That is because a fridge or cooler aren't meant to continuously cool down objects. There is probably some other information I forgot but you can search it up for yourself.

set it to cpu core not average my idle temp is 30c giving 50% fan speed and load temp i have it set to at 100% and a 2 second response time. if im gaming i will set manual control to 100%fan speed. yellow is 12 volts full sepeed, red is 6 volts or 50% fan speed. my gpu 1080ti idle is set to 30c and 43% fan speed with 52c at load giving 100% and a responce time of 2 sec

Install a bathroom exhaust fan
install a turbo on his exhaust fan and blow the exhaust air into the pc again for maximum airflow

And if it gets cold the moisture will condense on the pc water bad and a lot of static electricity will be generated which is also bad
you can make the fan go full speed in the BIOS if you go to power management > override fan speed
