I'm very sorry for this inconvenience. Now there is no offer from PayTM FASTag. I confirmed it from PayTM. They assured me in some days the offer will resume.
You are right, NEWTAG100 is applicable but when you click on "Buy now" the it will show "the offer is not active".
So, I suggest you wait for some days to get offers or buy at Rs. 100/- (+250/- security balance) total 350/-.
