Well whatever caused it may never be known for certain...But the FD need training in the use of AFFF... This foam works by forming a blanket,,stopping flammable vapours and has a cooling effect....Hitting it close range under pressure just pushes flammable liquids away to carry on burning...AFFF needs to fall onto the liquid so to form a blanket.In this instance a low pressure delivery from above would have knocked it down in no time...also vary the direction too...not just one spot or again the flammable liquid will escape...If who ever was in charge reads this....try it on an old car on a training ground...you will then see where im coming from...Im a station officer with 30 year exp.So I know a thing or two.
Just wait a few days or weeks, and the truth will set this story straight....e cigs are getting a bad rap, but it is almost always discovered to be some one NOT knowing what the rules are, and not respecting the power of a battery, or their ability to get shorted out from the two ends coming in contact with each other via loose change in their pocket or keys . Improper storage or the wrong charger....just put a 9V smoke alarm battery in your pocket, and let some change rattle round just right and BAMMMMM.....Guns don't kill people, stupid does.
