If you are still looking for the formula to calculate the wind load, the force created by the wind, there is a wikihow article that might help you. It is called "How to Calculate Wind Load".

One question, i want to use 26-30 solar panels on frame, each panels 22.9kg. Roughly frame weight would be 150kg as well. So In your personal expert opinion what (N) power/capacity should i consider? Any suggestion on brand?

Why did you choose linear actuator? wouldn't it make more sense to do linear servo to control position?

No, you do not need a Linear Servo.

From 12 inches you can use any size. You just have to mount them differently
