quick tip, in case anyone has the same problem: In my first attempt, I ended up with light blue snowflakes. Turns out, you need to make sure that the two main colors selected on the lower left side of your screen are black and white. Otherwise, the filter galery function will create a colorful picture.

Once you get to the lens blur use the selection tool to copy and past snow 4. It will run much faster since its not blurring TONS of pixels out of frame. Hope this helped!!!!

What image size document did you use? My chosen document is 300dpi. After choosing "Torn Edges" and inputting the values given, my snow was almost incredibly small, could barely see it. Inverting it did not help.
The snow flakes look so realistic. This is what I am looking to do for my oil painting. Different sizes and shapes of the snow flakes. Using a toothbrush or stiff brush to flick white paint onto the canvas, as some painters do, won’t do for me because the snow flakes are even and look artificial and unrealistic. I guess I will have to paint on each snow flakes to get this effect...
I swear it's either Lens Blur or the -200% transform that's screwing something up (at least in present day Photoshop) as trying this now, not only does the file SOMEHOW instantly go over 2GB (I'm working on a blank 1920x1080 file to just create the action on) it also greys out the Distort section after the Lens Blur on Snow 4. I'm running an AMD Ryzen 9, 1070 GTX, and 32GB RAM with 70% allocated to Photoshop. Something in the steps is not working properly within Photoshop and I, personally, will be just avoiding any steps to do with the Lens Blur and the negative values transform in order to potentially make this an easier task automation for my created Action xD Edit: If you use the Crop Tool after the 4th layer is created, and ensure "Delete Cropped Pixels" is selected and you do a basic crop (to canvas) then continue on the steps with Lens Blur and onward, you shouldn't have any further issues. The problem is that the sizes of the layers increasing is causing issues within photoshop, so using the Crop Tool to delete the excess layer sizes should help substantially to those looking to do this tutorial. Just ensure the layers never get too large outside the boundaries of your canvas and everything will be fine.
In the final result I’m getting snow that is yellow / green , but is white only when there’s white areas in the background. Not sure why that is happening as I followed your steps to the point. Im using windows 7 and photoshop CC up to date

While the end result looks usually amazing, it'd take a VERY powerful computer to make snow using this method on a bigger image, file size sky rockets after the second snow duplicate
In that case, you can always just generate the snow without a picture behind it at whatever resolution you want, erase the edges with a soft eraser, then add the overlay on to the image in question, copying it and rotating it around as many times as you need to fill the scene!
For those who struggling with Filter gallery - [ Quick Fix ] - image > Mode > select 8bit channel = it's fixed / enabled now!!

it's not the same thing. just press ctrl/command+t in both cases and you'll see

There's no snow in my filter gallery it's just still plain white, it has worked in the past as well but this problem has happened a lot as well
