Real talk: Sundowner should have been a multi-stage boss with a much larger health bar. Imagine in the first phase he's quite literally immune to damage until you remove his shields. Second phase, he does his scissor sword configuration and picks up one of the shields and wields it in hand, making it a more challenging fight as he can now parry your attacks until remove half his health. Third phase, he gets frustrated like hell, tosses the shield away and goes absolutely berserk. He is far more faster and aggressive than in game and throws out unparryable attacks much more frequently and randomly, keeping you on your toes as you deal damage to him.
It's also noted that Sundowner fights using his own self-taught style which frustrates his opponents due to fighting unconventionally, so it also makes sense for him lore-wise to have random and unintuitive attack patterns in his boss-fight
Something absolutely no character in this game thought about is, that they could have just use guns with explosive ammunition. I don't even fully understand, why everyone, from Raiden, through warmongering villains to even Secret Service agents are using melee weapons.

Raiden can easily deflect bullets effortlessly, Sam with no cybernetic enhancements can deflect bullets effortlessly, RPGs can be sliced by Raiden while they are mid-air preventing them from being useful. many weapons can be stopped by a High Frequency sword in Metal Gear Rising Revengeance. even the Grenades can become useless once sliced.
Sundowner is honestly a pretty badass character. But the fact that he can be easy to some people makes him feel like a wimp. Like those type of characters who act tough yet in reality are easy as heck

Next to monsoon sundowner was the most fun bis to fight next. Sam was dope too but red sun is just such a banger. I think the way he dies is also a bit unsatisfiyng. Next to all other bosses he basically just gets blown up by a helicopter. So yeah. I think he deserved a way bigger health bar and a better death.
