    At a driving school in Brampton my sister went to, she saw a father secretly giving an instructor a wad of cash and he handed over a document. My sister reported it to the woman at the desk in which she stated if you have no proof theres nothing we can do, my sister said they could check the cameras and the woman laughed. Sick of living here!

      It’s really awful, because there is a stereotype here in the US that foreign drivers particularly from these backgrounds are TERRIBLE drivers and it’s obvious there’s a reason for this.

      Can say with certainty that Edmonton has gotten a metric sh*t ton of terrible new drivers over the course of the past few years in particular. The past 2-3 years especially!

      These people still need to pass their driving test. As Puneet mentioned, one client came to him after failing this test. Definitely a scam on the insurance companies (and I’m sure, as a result, the general public) though.

      My experience is that nobody in Ontario seems to understand the traffic flow at four way stops, or enough people don't understand that it's regularly chaotic. And on highways they're more concerned about waiving thank you a to each other than they are about giving and taking right of way.

      Meh, I don't think this is really the cause. It's more due to lack of enforcement. hWhen I first started driving, I was sooo worried that I'd make a small mistake and get a fine or lose my license. But now I realize that's a joke! There are hardly any cops out there enforcing the rules...

    Immigration is not diverse anymore. Accepting massive numbers from select countries where corruption and fraud is a normal way of conducting business makes it difficult for our society to overpower such trends.

      I agree. Sadly it does not augur well for people coming from these countries like me who like to obey the law and paints us all in a bad picture. I am an ACZ license holder for more than 13 years with a faultless record and am also a driver Instructor of Trucking at Metro Truck Driving school in Mississauga, and sadly face this scenario everyday, when I see a new driver failing to pass the test because they have been schooled wrong with a Turbanator company, which is coming up like Hydra.

      People who obtain their license at 16/17 PROPERLY and have been driving for a long time pick up a ton of bad habits too. Trust me. Its not just the people who dont know what they are doing. Having decades of experience by the age of 40 and being very skilled is also scary to other drivers because you dont realize they are skilled. You are just angry he or she cut you off and make assumptions based on that

      Wow I thought our joke about Vancouver being the place that has the worst drivers in Canada, was correct 😅!
      But it looks like Ontario is a good contender.
      In my opinion the real issue is the lack of enforcement.
      If you make someone pay a heavy fine for illegally changing lanes, or driving in the bus lane etc...
      Add temporarily suspend the license of those who drive unsafely, people will suddenly obey the rules and even if they don't know them, they will be forced to learn.
      But no one has the will to do proper enforcement, I had a quick conversation with a traffic police officer only to realize that they cannot rely on photos or videos that come from dash cams for enforcement and fines (although they can use this in investigating accidents)
      But for enforcing the law and issuing tickets they need to catch the perpetrator directly.
      Which is harder and we will need a police officer for every 10 drivers 😂.
      It will be much easier to rely on cam footage, provinces can have a deal with their public transportation companies to ask their transit operators to tag any infraction they see on the road, this takes a second to click a button.
      Then the company can provide this cam footage of the infraction to the police.
      Buses have at least 4 cameras each and record 24/7, tagging provides a 6 minutes bookmark that covers 3 minutes before the driver clicked the button and 3 minutes after.
      We have more buses on the roads at any given hour, than police cars.

      There is effective pharmaceutical and behavioral therapy for attention deficit disorder. It can't completely cure the dramatic dysfunction you're exhibiting with such an irrelevant comment, but it can help.

      By "pass the road test" I think you mean at the drive test centre, I wouldn't say it's hard but my god you fail for the dumbest reasons or as I heard most people complain how much you have to turn your head when driving.

    Absolutely ridiculous, so many new drivers trying to operate vehicles absolutely without proper training. We as Canadians and a specially in province of Quebec must tighten driver's license issuing process to save lives and prevent property damages . Thank you Marketplace !

      in quebec the prices for these lessons then to get your license for young people are outrageous. I payed 1000$ for classes to then pay for my license , car , insurance etc etc. at 16-18 without parents helping is really horrible so people will find ways to cheat it.

      @@pierrezzz7 The major problem in Quebec in regards to SAAQ is that many newcomers are permitted to have their country driver's license simply exchanged to Quebec one with very minimal requirements ( kind of fast track) and then we have roads clogged with totally incompetent drivers to our Canadian standard of traffic rules obedience .
      And the second major issue is that many vehicles are barely fit to be on the road as uniquely Quebec has no annual automotive road safety inspections .So to make vehicles road operations safer SAAQ must introduce annual car safety inspections same as in other Canadian provinces and make annual road licence plates cost not 250$ but more like 700$ per year so it is clearer that being a driver you also must be a financially responsible adult.

However, my previous point was, people who don't have CDLs and no experience in the field should not be making opinions or decisions on penalties for drivers.

    While I was a shipper receiver, this was a well-known thing.The truck drivers used to tell me about it themselves. I was told they give the guy a certain amount of money and he goes and does the license for them. This guy is from India and I asked him.What about the picture on the license. He said we all look the same.Nobody notices they get a new picture in a couple of years. So I imagine there's people doing that with G license as well. I was even told even if they were in trouble before in their country.They come here, no criminal record anymore.Fresh start. Something that people were born in Canada.Don't even get for free.

      That's not true. You have to get a police clearance certificate for every country you've lived in for a significant period of time when you attempt to immigrate. And this is done through the consulate, which means its not easy to bribe your way out if you have significant cases against you.

    Excellent exposé on revealing these fraudulent driving schools. Next, I would like to see a segment on security training schools. I worked in security. Where newly hired guards are joining with well known security companies with fraudulently obtained security licenses. It is same thing as the driver licenses. Where they don't take the province mandated test but they have someone else take the test for them. I have worked with guards, who couldn't speak a word of English or French when they started work. The security companies overlook it as they just needing people to fulfil their quota on their contracts.

      When I took driver's ed in 99 this is what I was taught to always be aware and assertive because you never know how safe the other drivers are. That's actually a part of driver training with certified driver schools.

      In one day last winter, I witnessed 1 male and 2 female Indian drivers in the ditch (401) on morning commute, and 2 male Indian drivers in the ditch (403) on the way home- one flipped a UPS truck 80 yards shy of an off-ramp, the other jack-knifing a semi- in the median. Don't draw your own conclusions though- that is 'illegal' by some perverted metric.

You can't do anything about someone who rear ends you at a red light, who runs a red light and t-bones you, or who drives 20kms under the speed limit always creating a congested lineup of vehicles. Insurance rates should be earned with those in multiple accidents paying rates so high that they can't afford to drive and unlicensed drivers be jailed. Enforcement solves most things.

    In the 90s I did the course through The Young Drivers of Canada. Totally worth it. Precise in-car, intense in-classroom education. It was basically a defensive driving course. It is so frustrating to see other drivers on the road breaking the most basic of driving rules, like leaving space around your vehicle (if you do, other drivers will squeeze into that space, so you fall back to leave space, and another driver will squeeze into _that_ space), signalling, checking mirrors and blind spots, coasting instead of slamming on the brakes, etc...
    Young Drivers even taught parking skills, like; if you're parking on a hill, turn your wheels in towards the curb; if your parking brake fails, the car can roll no further than a few inches until the wheels bump the curb. The City of Toronto doesn't know how to drive or park, either, because of you use said trick to avoid calamity while parking on a hill, you will get parking ticket for not having your wheels parallel to the curb. Ignorance!
    Going through a good, accredited driving school course should be the only way you can get a driver's licence. If it were the only way, the increased demand would bring down the cost, and ensure that most of the drivers on Canada's road are skilled...resulting in fewer motor vehicle accidents, resulting in lower healthcare costs...the benefits go on and on.

    I live in NB, and took my driver's Ed near the end of COVID, and I had the full 10 hours of in car driving, but basically no class time, just a 2 hour video going through the drivers handbook. Thankfully my dad helped me a lot, I had driven over 2000km in Ontario, Quebec, and NB, before even getting my 7(2) (G2). I now have my class 5, am fully licensed, and have safely driven over 25,000km in 7+ cars in my 2.5 years of driving, with a combination of Toronto driving, highway driving, backroads driving, everything.

    I was a professional driver for over 30 years. When I retired, I took my training to be an instructor and I lasted 2 years before I walked away in disgust. Stuff like this is a big part of the reason why but to be frank, so was the clientele who were expecting it or the ones who thought they were entitled to a certificate just for paying the fees and putting in the time but not achieving the required results. The entire driver training system is a shambles.

    I'm in Alberta. this has been happening for years, in so many provinces. People find loopholes and exploit them. Government is slow to respond. Especially in the truck industry. So many people using the system against itself, people that shouldn't be driving get licenses, use people that translate to give them the answer. The honour system is taken advantage of.     What is worse is that this kind of scheme happens in the trucking industry as well. A lot of bad truck drivers are out there that got their licenses in a similar way. A lot of trucking accidents have happened where people have been seriously injured or killed, because novice truck drivers got their licenses without the proper ligitamit training and testing to obtain it.

    It took my husband 3 attempts and vigorous practice with driving instructor on the road to pass his license test ,while some people around me from a particular country got their license even without taking any driving class. At the time both of us felt so down thinking that he is not capable enough comparing to those who got license without practice. Now I understood why. I can not believe that how a country like Canada is getting ruin by corruption which is the major reason why we left our home country.

    I was taught in 2012 when I was 17 by Young Drivers of Canada and my father, who's a professional truck driver since 1993. I learned pretty well and still use the skills today.
    But, seeing private instructors and certain driving schools literally cheating people out of proper driving lessons and rules, it's disturbing. I've never been in an accident or pulled over in the entire time I've been driving (11+ years) and I hope it stays that way. But, it scares me that a driver who wasn't taught correctly will hurt someone, or worse.

    Here is a truck driver with 25 years experience working in the city. From my daily experience 70 % of drivers do not know basic rules .The problem is that diving schools teach only how to pass exam but not how to drive on the road after you got a driving licence ..

    Since 2018, driving conditions in Ottawa have been deteriorating. I’ve noticed many newcomers who are quickly getting their full licenses, even though some don’t fully understand road signs or, worse, road safety rules. Many of them obtain a license in their home country, where the process is more lenient, and then exchange it for an Ontario license. It’s absolutely ridiculous, and the Ontario government should do something to address this issue.

    I mentioned that 40 years ago after I witnessed a translator giving the answers to the driving test, the translator is also allowed in the car during the road test. The Translator also get paid plus the "50$ tip" from the new driver. 10 to 15 tests a day can be lucrative.

      Canada has a ton of terrible drivers, but all you gotta do is go south of the border or anywhere in Asia. That is where you will see true chaos. Anyway these instructors need to jailed

    It's great that the kids in school understand that each accident, even if they are not involved, affects their insurance rates. Kudos to Ashly for doing it right. Here in the US, we have driver's ed in high school. We also have private driver training that can be paid for. When my wife and son came from overseas, I enrolled them in driver training with one of the seven 5 star companies I found on the web. They have been driving in the USA now for ten years with zero accidents and zero traffic citations. My dash cam caught a near miss for my wife a month after she got her license. She had a slightly greater following distance than anyone else that could be seen and was one of the few that was able to get to the shoulder to slip around while the carnage was still happening. She credited her training to being aware of a safe distance. It sure helped.

    Let me guess. A lot of these cheaters get them so they can drive Uber or delivery gig sooner. Making our road more erratic on a constant basis. While paying lower insurance while racking up everyone else’s.

    This is appalling, I can't believe these crooked "schools and instructors". This needs to stop immediately. I went to driving school, did all of the class work and the on road portion, how come people are doing this? This also reminds me of Humboldt crash in Saskatchewan, the driver wasn't qualified to drive a B-train but somehow got the "certification". Scary...

    i waited 2 years, spent 80 hours behind the wheel, spent almost $1000 on driving schools, lessons, rental cars with instructors and booklets, and after 2 failed drive tests i finally got my G2 then eventually my G.. but some random guy with money can spend a few bucks to skip all of that then jump on the road like nothing happened... Life is not fair.

      @reamebjp you fail if the instructor doesnt feel like you checked your blindspots enough, so to pass i wore a baseball cap so that the examiner could see when my head turned

      I failed three times, should be taking fourth test soon. Paid over $1500 in total just to learn. I will pass my fourth test.

    This is the most Comprehensive Investigation Marketplace has ever Done. So questions need to be addressed ! And the first one that comes to me is .How Many Lives have been lost and how many People have had Life changing Injuries and How many Deaths can be contributed to Unqualified Drivers who have Basically paid Money to Circumvent the Process of getting a Legal Drivers License . This Investigation Highlighted the built in Complacency of the MTO and the Lack of Accountability from the People we pay as Tax Payers to Insure that they are doing everything in their power to Insure that every Driver is Qualified as a Safe Driver on our Roads and of course it looks like its another Failure on the part of the People we pay as Tax Payers But Its time to stop the Unqualified Drivers from creating Mayhem on our Roads. Marketplace needs to do a follow up Investigation ,I feel they only touched on the Top of the Ice Berg

    newcomers are not familiar with the general rules on the streets, like who has the right of way, and which side of the street should they go on, etc. They did not take the time to observe the road conditions before learning how to drive. so this is the reason why many highway exits have signs like 'do not enter', and it makes you think, isn't it obvious that they're highway exists? who would have driven in there? Gov wouldn't be wasting money on putting up these redundant signs if all drivers actually understand general rules on the streets.

      Oftentimes these schemes involve a lot of coercion from criminal organizations, so blurring these faces helps protect against retaliation. We can only pray justice will come.

      Despite getting public funding, the CBC is also a commercial venture. You can't record and use audio or video of a person in a commercial venture without their permission. There's also some privacy laws that probably apply.

He specifically asked why they blurred their faces and it's because of a variety of laws, mainly the privacy one. At the end of the day, the CBC has a lot of lawyers and I'm sure they've gone over this many times and so they know what they can and cannot do and what they maybe could do but don't want to waste time having to fight about things in court when they can just blur the peoples faces.

    I am an Ontario licensed driving instructor and I think this video is incomplete, for example why citizens of certain countries are allowed to get their Ontario licenses without a road test. They simply go back home buy a driving license and exchange it here in Ontario without a road test. Or why some people for many years in the parking lots of some driving test centres offering a driving licence without a road test for certain amount of money. And one more thing, why some people are teaching without being registered with a driving school, without a driving school roof sign, without a commercial insurance which is required but much more expensive than personal car insurance, without car inspections and police clearance which is required for registered instructors for very low driving lessons price but no one does anything about it so people like me paying higher price to work legal can not compete with those kind of instructors. And one more thing, MTO is not protecting instructors against the driving schools, there is not a fixed minimum wage for driving instructors. Driving school paying for their instructors less than $30 dollars an hour but instructors have to use their own cars own commercial insurance pay for gas, car inspection, oil change, tax, car repair and many more like summer and winter tires car wash driving instructor license and city certificate renewal charges and so on. How much can we make per hour? Less than $15 an hour. It’s less than minimum wage in Ontario, in the summer even less if using AC. MTO please help us

      High insurance rates are because if lousy drivers. I'm doing 105 on the highway and I often see an Audi, BMW, Lexus or other expensive car drive by at 150+ (enough to make my Kia sway a little), weaving in and out of heavy traffic all the time. I want limiters put on cars like they do on trucks in Ontario. 110 -115 KPH max.

      The insurance companies don't care!--Imagine a world where everyone knows how to drive and the are very few accidents--the insurance fees would have to come down substantially!--The insurance middlemen all get commission--no incentive to reduce rates there!

      @@checkfactschecking That's not the answer. That is slow on many parts of highways where there is little traffic. Traffic fines should be based on income. Many driving premium vehicles thumb their nose at minimal fines and driving without a license.

    If the government knows this is happening and they are doing nothing about it, aren't they liable?
    If the insurance companies know this is happening, shouldn't they hire undercover investigators to find the names of the people doing this and then deny them insurance coverage?
    Wouldn't that be the easiest and smartest thing to do?

    Make it a federal criminal offense to partake in the buying or selling of such services. Then be barred from participating in any employment which is related to the driver training or certification for life, including consulting for any related fields. Many professional and casual drivers have witnessed drivers who have no business being on the road. A driver of a vehicle that does not know the effect of their actions on others, it can be catastrophic. I have witnessed the effects of someone cutting off a tractor trailer, was glad I wasn't the one who had to live with that memory.
