He likely was flagged due to attempting to transfer huge amounts of cash. Likely Citi had an automated system to flag large amounts perhaps 50k or more as notable, and 400k, in 1994 dollars would be a huge red flag. If he kept the amounts low, he likely could have gotten away with a lot. It is baffling why after failing large transfers dozens of times, he kept trying huge amounts. Accounting for inflation, 1.5 mill was a huge amount, even if legit, it isn't going to be a quick in and out at the bank.
Go big or go home. It's some 10k dollars a week before the red lights go off. If you are a hard working American changing banks and saving money moving the money can get tedious but you never really amass that much in a bank that quickly and it be legally acquired. An audit is then put in for the books I think I believe it's to detect potential drug dealers etc.

The part of this story that doesn't add up to me, is the calling Argentina (long distance) to get on the internet for free. Long distance was more expensive than internet fees (admittedly, I know nothing about Russian costs for LD or internet fees).

All I took away from this was that a federal agency is playing ref for a private bank because that private company got caught with its pants down.
There's some truth to that but if a bank robber walked into a bank and ran out with 50 grand in a bag would you say the same thing?
All banks are federally insured so federal police are always involved in crimes like these
