I have a question. I need to increase my territory development level to 40 to make my tribal government a monarchy. I don't know where that stat is located, and after using the debug menu to basically give me everything I would have had to spend hundreds of years doing, I still don't have this stat up to 40. What do I do and where is it and why do PDX tutorials only show you 5% of what you have to do in their games?
The development level is located on the actual territories. It is not a global stat, or resource. There is a map mode you can activate to see this level everywhere, or you can see it per-territory by clicking on the territory and finding the relevant bar. Paradox tutorials, when I started playing paradox games, were 7 hours long and taught you everything. At some point they decided to teach you nothing. I do not know why.
Most likely you need to make a city in your capital and put in a few building at minimum, may need to put in a couple religious province improvements too

Citizens create trade route capacity as well. That's not really a resource, or currency, however, it is a local capacity modified by many things.
