I was station at camp lemonnier i cannot confirm or denie this scene however i do know there was a restricted part of the base only with the highest security level. people could access. Guys dressed as Brolin were always around badasses with beards and Crocs you knew what they did but never approached or asked.
That's just the JSOC compound. 160th SOAR, SEALs, Army SF, AFSOC guys, etc... Not everyone in there is a badass, most aren't. A lot of logistical stuff, aircraft mx, intel nerds, the like. It was very free form inside though.
Couple of MC-130J always out there doing what they do, SOAR guys, and then the actual badasses riding along. The compound is in the news a bit.
Nothing crazy ever happens inside. Just a bunch of quiet professionals.

"Rules" don't mean shit on the battlefield.
This movie was weird, great scenes, good acting, good action, all of that yet the story hardly made sense and was just boring. I really think it tried to hard to copy the first movie.
It had its great moments (like this scene) but overall lacked the tension build and Emily Blunt's character, which served as a surrogate of the audience throughout. Most of her scenes could be summed up as "WTF is happening to me/us?!" which is what the audience also felt. This movie lacks that.
Imagine what these people do in real life. Now imagine what the Israelis are doing to the people they capture in Gaza and take to their special camps.
They make Josef Mengele look like an amateur.
