We have to limit the current so the stepper motor doesn't overheat or burnt itself while spinning because the motor itself doesn't regulate the current that flows in the coil, the motor driver a4988 does, also, this motor consumes between 100ma and 200ma, witch is 0,100A or 0,200A, for that reason he chooses the value of 0,096A
