That looks like it works really well. I have have also used toilet bowl cleaner and a scotch bright pad to remove pretty much anything off the side of the boat too.
I made the biggest mistake leaving my pontoon boat in the Indian River in Florida. I end up with clam shell stuck to the Aluminum hall. I work on it for two days. Still they were still there. After that I used a protein torch and got it clean in a shorter time. Try it.
Cheap dollar store toilet bowl cleaner, a brush, a little elbow grease, and a pressure washer/car wash (if you don't have pressure washer) will do the job. I'd be afraid to use any steel wool on my hull- it would strip off the paint.

What did you seal it over with?
I didn't. The build up was over the paint.
do you need to do the entire bottom?
I only cleaned what was visible on the sides. You can clean as much or as little as you'd like.
