    Realer Irrsinn shows you the rather bad side of unbelievable acts of bureaucracy, stupidity and lack of common sense - usually from official institutions and / or politicians within Germany. The situations are mostly brought to attention from the citiziens. While it is funny for the most part, it also really makes you facepalm the vast majority of the time (usually because of the waste of money that goes into some of this stuff).
    The urinal: The show usually picks out unique situations from the republic so no, I wouldn't say this is common - rather some experiment someone thought of with good intentions, gone wrong.
    My personal recommendations for you to watch if you are interested: Segensroboter, Poller-Streit in Westerode, Teurer Straßenbau in Bünde, Falscher Name verhindert Hausbau

      Sometimes it is due to contradicting laws e.g. new law vs old law and someone is caught within or german law vs european law. Sadly in these cases the officials are not allowed to make exceptions based on common sense

    Oh there are thousands of such stories in Germany. One local:
    To widen a road a small chapel had to be broken down (~20qm floor space). So the city bought the chapel and ground from the church. But a study pointed out that the building had some historical significance and couldn't simple be bulldozed over. So the destruction and road widening was stopped. The building was rotting for over 30 years and the roof was about to cave in. Local people where worried that it would be lost and the city didn't reacted to any queries regarding the repairs, so people came together to replace the rotten roof, patch up the outer walls, and repaint the outside. They got charged with vandalism, intrusion and destruction of a historical landmark. In the trial experts came in to testify that their action saved the building, and didn't diminish it's historical significance, but the group was fined half a million € for their action.
    As it turned out one person in the city really wanted the the road fit into the recommended with, but only saw traffic only once per week at best. He did his best to let this chapel rot. That man was never fined or reprimanded for his action, even after his open statement that he want that "stupid thing" gone.

      I’ve heard this kind of story many times. It reveals two things rotten in most German municipal administrations.
      1. German regional courts always side with the city or municipality. Seen it many times. They start saying how right you are and then turn around and decide against you.
      2. Municipal administration officials get too much power for not beeing elected. I‘ve seen so many officials on power trips. They often use the fact that elected council members don’t understand the details of their respective department and make them rubber stamp anything they say.

    Extra 3 is a word joke. 3 in german is drei and pronounced like dry. And the humour of the show is extra dry

      And it’s referring to the regional public broadcaster NDR (North German Broadcasting) which produces the show. Their Television channel used to be called N3. The regional public channels are called the „third channels“ after ARD and ZDF. That them stems from the time before private television stations.
      So it’s a double play on words referring to the 3 („drei“) in the broadcasters name and sounding like the English „dry“ fitting the satire format. The original host also personified dry humor. He always kept a straight face in a three piece suit delivering his lines.

      the 3 meaning "dry" is just some guys like you pulling it out of their asses. not everything is an elaborate play of words or intricately woven story...

    finally, you've come to the real germany. where nothing is efficiant and rules are being enforced whether it makes sense or not.
    I mean... the overly correct man from the "Ordnungsamt" has even made it into an enducational children's show on "KiKa" as a character. "Herr Knute" in "Löwenzahn".

    The last clip is unfortunately so typical of German bureaucracy. Of course, you have to stick to the rules so that everyone doesn't make their own rules. But anarchy will not break out in Germany because of 3 cm. The civil servant probably feels powerful now because he has enforced the rules so nicely.
    During Corona, this mentality led to police officers measuring the distance between two people in parks with tape measures. Instead of using a sense of proportion and common sense, the tape measure has to be used. On principle! I like my country, but sometimes you can only shake your head.

    With that table story, I'm looking at a city official who is an academic, gets paid very generously and is most likely financially safe. He spends his workday insisting on 3cm changes, where he could probably just as easily sign an exception approval (yes, those exist in Germany!), then goes home satisfied with his workday pay of 230 Euros or more, and thinks he's done a good job.

    My favorite episode of extra 3 is an episode about a public water fountain built in front of a church, which basically looks like a dick. People actually travel to that place to take pictures in front of that.
    Another great episode is about a German church community, who spent a fortune of church taxes on a robot, which is supposed to give you blessings. They intended to place that robot at an airport somewhere in Germany. In that episode they interviewed the priest of that Christian community and she was very convinced that that robot is an excellent idea and people would love it and it totally would show people how modern and cool church actually can be today. The reactions of the German citizens were priceless, because most peoples thoughts were something like: WTF?!?

    BTW: Extra 3 focuses on showing bizarreness, but that makes some of their stories very one-sided. Just keep in mind that it's more entertainment than news reporting.
    Another show in the same spirit (but a bit more neutral because it's part of a news programme) is "Hammer der Woche" on the ZDF channel.

    This square was used as a public toilet for years anyway, so the city though any solution is better that people pisding in the streets. So they opted for the cheapest option that I only know from music festivals and other events where thousands drink (alcohol). They never anticipated that this option is not adequate

    Now you've found a source of the real, dark Germany... We usually try to hide it from foreigners, but while you are at it.... keep it coming, there's a lot more real madness to descover, the one you saw here might look armless in comparison, though xD

    As not everything was translated: the mad thing about this is that they did find out they won't need the space around the old ladys house at all as they thought in the beginning - but they still followed the procedure they started. This TV show ist mostly about madness of that kind - often costly 'innovations' that lead nowhere and make no sense at all. And it also shows politicians in precarious situations being confronted with their own statements some months or weeks before that they altered in the meantime. Partly comparable with the heute-Show - sometimes even a bit nastier. Both Shows are real Highlights in German TV, I think.
    Nice that you're so interested. It allowes us to get an idea about a foreign view - thx

    for the old lady.the property in front of her house,belongs to the city.she could use it for 40 years.then the city decided to expand the major street and HAD to use theyr property back in 2017.later in 2020 the city found out,they didnt need this area,but they didnt build back the fance and made it possible for the lady to leave her house to the frontside.

      Actually, based on common sense and some hints in the text, I assume the lady or her family used to own that strip. When the city decided to make the road wider, they had to buy it for a reasonable price. When they canceled their plan, they wanted to sell it back. The lady had no interest in buying it back because in practice she had just continued to use it as before without anyone complaining. The city built the fence in order to blackmail her. I expect the original plan was to just prevent her from continuing to use it as her front yard, not to barricade her in. But that's what they ended up doing, which was probably illegal. She retaliated by getting Extra 3 involved.

    The best episode of „Realer Irrsinn“ for me is: „Der Geysirkreisel“. A round about with, well let‘s say , kind of an artsy touch! By the way, Irrsinn is also a combination of two words: „Irr(e)“ means crazy and „Sinn“ means reasonable. One could say that‘s the opposite of „sinnvoll“, which means basically „full“ or completely reasonable.

    Public urinals, and before that just wild peeing in somewhat appropriate though public spaces, used to be quite common in countries that haven't undergone a period under Queen Victoria. (Not sure if this is really when this changed in the UK, but it seems a logical conjecture.) It still exists to a very limited extent in Germany and to a less limited extent in at least the Romance countries.
    It works because within reason we _have_ an expectation of privacy in public. When people are doing something in public that obviously requires privacy, it is provided by the others simply not noticing. Children need to learn this first, so they will often try to make their parents aware of what's going on. Their reaction shows them that you are not supposed to look.
    Extra 3 is actually part of German efficiency. When something is extremely inefficient, they shame those responsible in public, which often leads to improvement.
    14:40 - Yes, part of German efficiency is that you can (almost) always bypass rules if they make no sense under the circumstances. There are two problems with this. The first is that most bureaucrats act as if this was not an option at all _until_ you explicitly ask for it using the magic word "Ausnahme" (exception). The second is that sometimes (rarely) even that doesn't work even when it obviously should.

    The 150 cm are of course a law made by the city itself (though probably a further up the chain, not that office), as shown by another story where a different city thought 40cm (or something like that, I don't remember the exact number) is wide enough for a sidewalk, and installed a "protective" barrier, so wheelchairs and strollers have to walk in the middle of the road

      No the city leased the land for 40 years, i think who sell the land make deal with the city clerk to add that strip, sell it as a whole for bigger price and hid the lease in the papers. As you can see the property next to it was not cut because they buy it in the past, but the price of 27 000eur is crazy like 2700 is more reasonable. Also they can just put there a curb, the fence is a dick move.

    I worked in city planning in germany and yes, we are bitches. it is a dumb and frustrating reality, but rules are rules, even the idiotic ones.

    The main point with the fence thing isn't her garden, the main point is that those idiots didn't even put a gate into the fence because they didn't think it was necessary, but considering it's an old woman I'd say it would be the least to expect a gate instead of forcing her to go around the whole property.

    There are more than 1000 cases! Many of them are badly planned construction sites. Like the railway bridge "Müngstener Brücke" (Müngsten bridge, tallest railway bridge of Germany) in my neighbourhood. It is over 100 years old and needed general repairs in 2011. But there were several problems in a row. Passengers didn't get informed about the closure, no rail replacement service, the engineers stated wrong weight of the trains (empty train weight without passengers or luggage) for statics to the authorities. The Federal Railway Authority had to retake examinations because the full weight crossed the allowed lifting capacity of the bridge by 10 tonnes - passengers had to take a bus service between the train stations on both sides of the bridge - the train went empty over the bridge and waited for the bus and so on...

    here in Heidelberg, where i'm from, these urinals are placed sometimes in the inner city during the Heidelberger Herbst, a 'Fest/market/firework' with 200k-300k visitors/year in our city with only 160k residents helping prevent man pee somewhere aside at a wall of a 500 or 1000 year old building....( there are also closed toilets for woman and man)

    I first saw urinals like this at a festival this year. I wasn't aware that these exist. Of course I think they are a useful at big festivals - much better than men peeing in the woods (if there are any)... but in public places? Why just why?

    The lady with the front yard.
    Where my grandmother has her house all front yards belong with a part to the city.
    I really don't know why put for 1m from the border she has to pay a lease.
    A neighbour wanted to get out when the renovated the pavement and built a bicycle path.
    He thought when he take his fence back that the city will follow the line of the fences.
    But no. The pavement is next to the fences on all premises except for the neighbour where there is 1m space.
    It is actually her fault. She might be 90 now but she wasn't when she moved in.
    The area is registered in the Grundbuch. When you buy or sell a premise in Germany you need a notary.
    There is no wa that she could not know that the front yard was not her premise.
    But the city could have spoke to her to find as solution.
    27,000 might be the nomrla price for part of land in Bielefeld.
    I think the city should have offered her a lease and just wait until she moves in a retirement home or dies.

      There is something that is called "Gewohnheitsrecht" Law of Usus or tradition, if something hasnt been challanged in a certain time, it cannot be done so anymore. Thats something along the line of there about 20 years.
      On this topic I remember a case when, someone was sueing over a guy opening a bar across the street of a church. Well the guy opening the bar won the case, the judge was like there has been a bar in this place for the last 300 years, there is not any reason to put a bar back there now.

      No, it is not the case that after 20 years you have a right because of the "Gewohnheitsrecht", habit blaw.
      It depends on the action. In labour law 3 years can make the habit.
      In other cases habit can never make a change. Using a thing does not make habit.
      Like when you park your car for 20 years in the neighbours drive way because he allows it, creates no right for you to do it in future too.
      He can tell you the next day to stop it and is in the right with that.
      Gewohnheitsrecht can also only be used when there are no other laws couvering the case.
      No Gewohnheitsrecht here because there are other laws covering it and using the plot of land makes no habit.

      @@helloweener2007Just because the city has the right to built that fence, doesn’t mean it is appropriate to do so for the sake of blackmailing her (into buying the land). In fact, the money spend on building the fence could be seen as improper spending of government money.
      Even if they told her beforehand that she was no longer allowed to tend to that piece of front yard and she ignored that order, they could have just removed the flowers and put in a lawn. Building the fence was vindictive and I don’t think anybody would want a government that is vindictive.

    The Ebertplatz is a hotspot of African drug trade in Cologne and in 2016 some rivaling drug dealers stabbed one of them to death. Because they are not Germans the Cologne police was too afraid to do anything about the situation and in 2017 the Police Commissionar Uwe Jacob stated: "The police of Cologne has given up the Ebertplatz."
    Depending on what year this programme was aired it is a simple distraction from the real problems this place and the City as a whole suffers from.

    I am a big fan of the real madness segment, without these we would have wasted a lot of money.
    I mean the money for the projects are certainly wasted but thanks to extra 3 show, at least weget a laugh out of it.
    Maybe the most expensiv form of unintentional humor invented by a cultur...?
    There were thousand of funny storys but the one stuck in my head was a shitty researched one.
    The complain was from a christian choir who wanted to sing in front of a big audience.
    The guy from the city had a big problem with the tables and demanded a lot of paperwork they weren´t used to.
    I am an eventmanager, they guy from the city was absolutly right.
    To explain: In germany we have a very strict set of rules regarding events called the Versammlungsstättenverordnung (yes, this is a word).
    It applies to all non-religious gatherings with more than 200 people.
    The choir concert was regarded as an event because they had more than 200 guests and didn´t register the concert as a religious event.
    These dumb soccermoms didn´t understood that the table of complaint was placed in one of the fucking emergency evacuation lanes...
    I blame the extra 3 team for not knowing that and making the poor city guy look like an asshole stickler.
    He was just concerned about saving lives.
    There are a lot of silly rules in germany but before you break one, it is probably a good idea to find out why this rule exists in the first place.
    Since the Loveparade in Duisburg from 2010 ;were 21 peolple died; we have a very low tolarance for this kind of stupidity.

    Im from the landside of Germany, 30 people in my Village and yes there is Nature everywhere so it is no big deals to step in the bushes to urinate. Therefore I hate visiting a city, cos you cant relieve yourself anywhere. You have to use a public bathroom with dirt and drugs everywhere or you have to go to a Restaurant which is not good as youre no buying anything. Their idear was food but not his way

    8:00 no if this is the governments property they are not allowed to put that fence there. a "erschlossenes"(*1) and developed private property might not be cut off by the city for an insignificant reason. Additionally all citizens have "wegerecht" (*2) on any city owned property by default, but it CAN be rejected for really significant reasons. "straßenrandgrün weil weil" is not a significant reason
    *1 property must have road access, water and water waste access and electricity/gas access to be "erschlossen", but that only applies to undeveloped land. once it has been developed this concept isnt relevant any more under normal circumstances. since any of these cannot be taken away later under most circumstances
    *2 right of crossing anothers property. can be negociated between private property owners, but if public property is between a private property and the street and this private property needs to cross that public property to get road access, they basically get this right guaranteed. public property might be denied access to if there is a significant reason to do so. eg Police, waste management facility

    Basically you get 2 kinds of personalities in such institutions, those who want to serve and help and the power hungry egoist.
    We also have similar program but i seen over the years thigs like the tables and strict adherence of regulation faded.
    Now its more the citizen fault like a home owners dad forget to add drive way in home project, so when they install metal barriers on the sides of the road. They dont put opening in it. Worst is the road own road and highway company and the barriers were project from EU dotation. The opening will be at the peak of the turn making the barrier pointless and they dont give the permit to have entrance to his property anyway because of traffic safety. The house was build in era of communism were regulation was non existent or merely a suggestion, there are many incidences like this. Like main line of water or gas go true your property and incase of damage they just dig true anything in the way.

      In most cases womens in these positions can be even worse, the man get him on technicality and let the owner go if he comply. Woman will revoke his license for out door seating because the side walk is too narrow or find other excuses if she personally dont want it there. No gender is excluded of being a asshole person, just express it in different ways.

    I'm really disappointed with the Subtitles and how they are badly synced or some Stuff is not even being translated at all (especially the Quotes).
    And the overall Quality is also really bad, like it's being translated by Google Translator.
