He's not talking about if its the back lag or front leg, I think it's more about he will use his legs either way to stabilise himself so he won't just fall unless you manage to land a hit

Realistically and most reasonably age limit is 12 year and above for boys and 10 years and above for girls. It the age for human body to start their puberty and starting to become mature mentality. But if you talking about martial arts for fun, then their age almost doesn't matter, as long as they understand the basic communication between other people, it's fine. But if it's training seriously for self defense or sport, then go for the former option.

Obviously its tailored to the age and size and ability. They learn the fundamentals as they learn to run. In my opinion, there is no too young an age unless the teacher doesn't know how to teach children. If done correctly.
