I'm not one to excuse child abuse, but I think the reason why this works as comedy is due to the slapstick and why it's happening.
Slapstick is at its funniest when it's deserved. Papa Bear's misery is entirely because of his short temper and lack of patience. Most of the slapstick is the result of his actions blowing up in his face.
So each time he hits Junior, he cements how we're not supposed to feel sympathy for him. We're meant to laugh at his constant karma. In addition, because this is a cartoon and not real life, any of Junior's abuse never lasts longer than till the next cut, so we're not watching a baby bear in constant misery, we're watching the father's comedic misery
That's exactly why "A Bear for Punishment" is my favorite three bears cartoon, since the whole thing is just Papa Bear getting exactly what he deserves after everything he's put his family through, and there's pretty much nothing he can do about it.
Plus, Junyer gets abused the least in that short out of all of the Three Bears shorts from the Looney Tunes classic era.
It also helps that Junior is significantly bigger in size than Papa Bear; if the size difference were to be inverted it would come across as more disturbing than funny, and I think it would have come across like that even back then.

I like how overtime they cleverly reduced the "child abuse" aspect.
There was actually a story book about this bear family and Papa Bear was not abusive at all, just more of a know-it-all, he was just a typical bumbling dad type. He actually tried to help Junior a lot

So they must’ve just been able to slip under the public radar or people assumed WB had already silently axed them.

On the contrary, Sam did live with an idiot son in "Honey's Money" (Sam's only solo cartoon until Looney Tunes Cartoons' "Saddlesore Sam), and in that same cartoon he even deals with his abusive and domineering wife as well.

I think that one it's closer because it was a HUMAN child, the abuse in the bear family a little less because they are bears, and I've heard bears sometimes hit and slap eachother as a way of showing affection.

I really love this underrated dysfunctional trio and I was happy to see them return for the HBO Max Looney Tunes Cartoons in 2023, even if it was only for two shorts.

There's a reason why Pa is short and Junior is tall and strong. Jones didn't want you to associate Junior with a real life kid. The joke wasn't meant to be child abuse. But rather how dysfunctional the family is. I was 8yo when i first watched this and i got it right away, because of how relatable it is ...
The only thing that bothers me a little about these cartoons, is, they sorta draw Junior's features to be that of a Down's Syndrome person. Like his facial features. They've done that in several Looney Tunes cartoons and it's sorta a little mean spirited I think. If they had just made Junior big a DUMB, it would be funnier maybe. Another example I can think of is the dumb one on Mugsy and Rocky.... I forget which one, but the big dumb one the other one's always beating the crap out of. Just seeing someone who is clearly supposed to have Downs Syndrome getting beat up all the time just hits wrong

there was a shortlived storybook of this bear family, but Papa Bear was not abusive, he was just more of a know-it-all. They were actaully closer to the fairy tale bear family. In one story papa bear actually tries to work with Junior to help him mature, he sends off for a book on how to raise a perfect child.

In the one story Pa and Ma argue over who has the harder job so they decide to switch places, Ma doing the outside work and Pa doing the housework , They both find each other's jobs hard, but Pa fakes it being easy, Ma gets sad because she feels unneeded and starts to leave, Pa makes such a mess of things the house burns down and Ma is HAPPY at the sight of it because she feels she's needed after seeing that lol

According to the wiki, the main reason why these guys have very little appearances is because back then, there were complaints of the mass amount of three bears cartoons being produced by other animation companies at the time; a certain individual in particular said “Not another three bears cartoon!” when ‘A Bear for Punishment’ was showing in theaters. So, in response, WB decided to completely axe them for good for the rest of the classic era.
I will never stop laughing at the constant abuse of Junyer, and Henry getting his comeuppance in the end.
