I don't think that's a good idea mate. Too risky to implement interactions such as these between those characters at this point. If Blast and the rest intervene then it's a guaranteed fight meaning: -Garou loses (they steal Saitama's victory) and that would make the MC look bad imo. -Garou wins (before the final fight with Saitama) and make them look like a joke when we haven't even seen much of them , especially Blast that gets hyped to death for about 2 years now.
Meteoric Burst Boros, Cosmic Fear Garou, Orochi-Psykos, the transformations in this series are INSANE. Also Cosmic Garou almost confirms Blast gets his powers from god or something like god. Seeing as how he manipulates spatial energy and his energy is “Dark” compared to gods “light”
pretty sure all of them do. heroes and villains alike. my theory after this chapter is that God is the reason why these weird ass villains keep showing up like Phoenix Man, Crablante. etc the theme of this show is "you become your obsession" king wanted desperately to avoid conflict so he was given God level luck. Saitama wanted to be the strongest hero so now he can't be beaten. and Darkshine wanted to be the strongest man so he became just that.
Even this garou isn't god level. Why would they introduce it now when there are at least 2 arcs beyond this one? God level is probably the endgame for opm.

Honestly given the abilities of past characters we have already seen, Garou throwing out nuke punches isn't the most mind blowing thing for me. But I'm certain Garou could easily destroy the earth at this point if he wanted to. At this point he's probably equal to casual Saitama, which is the highest honor anybody in the series could be graced with at this point.

When saitama deflected boros csrc millions or even billions of people would have died but no one did. Its clear what the intent is from the author. With that logic boros csrc is not at all as powerfull as anyone thinks. Maybe it was an optical illusions and psyrochi just cut the top off like a rock or something. Its a manga, if goku was as strong as dbz claims planets would explode instantly when he walked. Its manga and we dont know what level of control Garou has over the energy flow. Maybe its all condensed in the rays he shoots and it does not effect anything outside of them. When saitama did his serious sidejumps why didnt the entire city explode? Because the author didnt want that to happen. There is countless of examples like these from OPM and other manga. You cant choose when to apply real world physics and not, but ONE can and he clearly does in the chapter because he is the author.
You have to take it at face value when the rules of a story is told to you because all stories have rules. In the opm world garou can use an attack that is based and has the same power of a real world phenomenon but with different rules on how it effects the things around it. That is how stories work. And you might think that is ridiculous and bullshit but then you would not be reading battle manga, lets be honest.
I don't think we should underestimate Psyrochi because she's matched by Tatsumaki, but we should admire Tatsumaki for being able to stand against such an opponent. That fight was wildly underestimated in my opinion.
Happy to see someone point this out. Psykorochi spams her planet slicing beams at tatsumaki and she still wins the fight while injured and distracted by saving the heroes. Tatsumaki is a beats herself as Psykorochi could legit split off all the continents if they wanted but Tatsumaki best her while holding back and weakened
Psychorochi was the strongest Hybrid monster of the MA Tatsumaki is the strongest and most powerful living sclass hero I don't see anybody else except Blast or King go against Psychorochi
Shes still weaker than boros and garou by a significant margin. Boros is planet to possible (though unlikely) star level. Garou if his gamma ray burst is as powerful as an actual one he can be highballed to SOLAR SYSTEM LEVEL. Psyrochi is continental to possibly moon level.

I like the respect zhoniin gave to deadric genos he was crazy powerful, the fact that he was able to fight back psyrochi was a testament to his crazy power and now imagine how powerful Genos's final form will be in the manga if just his deadric form alone can hold his ground against psyrochi, murata will go balls to the walls with Genos final upgrade.

Even though Cosmic Fear Garou design is a bit different than his final form in the web comic, I’m still quite satisfied with his final form in the manga.
The fact that garou just got these abilities and is casually doing all these crazy op feats of power is insane. Boros CSRC was a last ditch effort suicide move and garou outdoes that without even getting tired from it.
then again CSRC was only a last ditch attempt after tanking multiple of saitamas consecutive normal and serious punches, then regenning from a puddle of blood. Disaster Level God: A threat endangering the survival of humanity in general. The one issue with this disaster level is that, no monster would even come close to threatening humanity as long as Saitama exist, unlike Dragons and Demons which requires a certain DC. That in my opinion is the thing that is making disaster level "God" Unattainable. We should make Low God: Moon+ Level, Mid God: Small Planet+ Level, High God: Large Planet+ Level and Above God: Star+ Level, i think.

it's like Garou just One-upped the concept of the flow of energy. I love this series 'cause it's mysteries aren't "goals to reach" We haven't clarified just what this influence from God, nor any situation has been cleared of context. We're about to get more and I'm thankful
I think people try to put the Disaster levels especially god in the perspective of our reality such as a planet or continental destroying attack which would be a threat to humanity. However, ONE's definition is too vague to take at face value. If blast really was the one who was foreseen to fight boros, that would explain why boros is just shy of god level as there is someone to challenge him. This would also explain why garou wasn't as the factor of blast was up in the air there as well. Same with Psyrochi, who was still being challenged by other heroes. Disaster level god imo is someone who without a shadow of a doubt will lead to humanity's extinction (excluding the factor of saitama).
Saitama will be as fine as usual. He is still bored, you can see that in his face. It's still Saitama we are talking about, he was just surprised by Garou's sudden power, nothing more. He won't even get hurt by this.

Don't forget that he is still a parody character and that serious punch is probably 10 % of his power at most I'd say. He is just getting kind of serious but not fully. He will take Garou more seriously than Boros without a doubt but I still think Saitama will only show a small fragment of his power in the end, nothing more. Plus he still won't get hurt.

I still think that once we get the official threat, it won’t be from a single person/being. Think of this: what would actually happen if Saitama DID find and fight a challenging opponent, where both sides go all out? Humanity would be done for. And if this happened, Saitama would have to give up on the fight of his life for the sake of the world.
In my own personal opinion, I feel like released Boros would be above dragon, and then meteoric burst, especially with collapsing star roaring canon would be at most, low god, since it’s above his power that’s already that of an above dragon, and if cosmic fear Garou is stronger than that, which he most certainly is according to his feats thus far, than I would put him at mid god level, this is just my own personal power scaling to have it make a bit more sense
Well, that logic is pretty flawed. For example, Rover is much more powerful than Bakuzan (a dragon-level). That doesn't make Rover an Above Dragon. There's a range for it, you know? Not trying to be rude.
But you forgot to mention that only after saitama gets hit by garou does he say that he's gonna hurt him. You cant really compare moves like that, otherwise, the beast king took saitama's consecutive normal punches better than boros, is he more durable than boros? Im gonna guess no. Saitama had no intention of seriously hurting garou with that consecutive normal punches of his, unlike with boros
There was a translation error there, Saitama was actually implying that he got scratched, he said (paraphrasing) "aw man and I said that kid I wouldn't get hurt/scratched".
How did Beast King take consecutive normal punches better than Boros? They were both obliterated pretty much equally. Some of you need to get your facts straight. No where is it stated that Saitama's consecutive normal punches has different power outputs.

Hmm, maybe this will help us explain more about a level that is above the dragon but still under the god level. And i came up with this name, "chaotic angel" or "death angel". you know, just something that above the dragon, holy, destructive, but still under the god level.
I'd like to speculate that Garou may line himself up for an attack on the remaining heroes...but before he can do anything he gets violently launched into the sky. Saitama - who was ejected several Kilometers away and, realising that he may not be able to cover that distance with running alone, grabs the earth with his hands and Serious Table Flips the shit out of Garou. We could have a two page spread with a tiny silhouette of Saitama on the right page, a HUGE piece of land lifted from the earth, and Garou being lifted on the left page with the other heroes being on the ground still. At least, that's what I would like to see. But honestly anything these guys do with the next chapter is going to be incredible I'm sure!

I feel like saitama was holding back alot during their fight, which is why he said that he doesn't think he'll keep his promise to the boybby not hurting garou, plus he doesn't have any killing intent towards garou, because he considerd him human.
I've always wanted to ask what this community would think about a new tier that I have thought of (but doubtless was not the first to do so): 'Demi God'. In my view, the 'Demi God' tier would sit in between 'Above Dragon' and 'God' tiers as a neat way of separating beings that are clearly beyond 'Above Dragon' (such as Boros/Awakened Garou), but don't quite make it to 'God' tier. It has just always seemed to me to be a disservice to beyond 'Above Dragon' beings to be put in the same league as 'Above Dragon' beings like Orochi.

Garou isnt a star buster lol. That gamma ray burst didnt even destroy the earth or anyone on the ground. Just like the manga stated, garou new powers only behaves like the flow of energy. Garou only simulate a gamma ray burst but doesnt necessarily mean it's legit actual gamma ray burst.

I think you still are overhyping Garou atm, none of his feats in the last chapter actually showed the aftermath of garaou’s gamma ray attack, even his nuclear fission was a good neighborhood wide….meanwhile look at the split psykorochi made that was much greater scale than garou atm. I still am waiting for a greater feat tbh, not saying scale of power=strength as I am aware cosmic garou can clap psykorochi I am eagerly waiting him to top that XD

He says so to that other pretty boy martial artist he just hits em and they die in a punch. So apart from a serious punch he doesn’t really try less or more just does it and they blow away. I disagree with the notion that Cosmic Fear Garou is God level. God means a threat to humanity, humanity means all humans which includes Saitama and there is no way CFG is a threat to Saitama. The only character that looks like he is a threat to him is funnily enough, God. We've all been thinking God means Planet Buster but no, God level means someone who is able to be a legitimate threat to Saitama which is why I believe that we won't ever see threat level God until him and Saitama face off at the end of the series.
EXACTLY. Unless Saitama is a part of the threat. Of course, nothing will defeat Saitama, since him not losing is basically the whole point of his character, but I at least hope the prophesied threat is CAPABLE of killing him and is strong enough to be a “threat” to him. Saitama can still end it one punch, of course. He’ll probably just have to use a full force serious punch.
What they should do is have Blast put Saitama and Garou in some sort of pocket dimension where they can just let loose. It would make sense for the writing of the story since they wanted to stop them from breaking the dimensional seal and they can just let loose and we can see more OP power combo beauty.
Honestly the visuals in this chapter hugely undersell how powerful a gamma ray burst is. The earth would be gone even if that thing was fired outside the solar system. For comparison, this is stronger than a quasar. And a quasar is a beam of energy 1000 times as bright as the entire energy output of a galaxy. The scales of power that actually exist in our universe are astounding.
Remember that scene at the beginning of jjk where sukuna is talking to not fully manifested special grade curse in the prison? He says "apparently we're both special grades. Yup, me and you buddy " And there's a clear power difference between them to where sukuna is only playing around with him. This implied that the ranking system in jjk was flawed and couldn't accurately pinpoint a monsters strength once it started to push the top. Because in the end no one of today's age really knew how strong the top was. It's the same here. No one knows God's strength in or out of the manga. So it's hard to say what could be considered disaster level God level strength when we haven't *seen* it yet

When it comes to physicical strength MB Boros is stronger (Probably by a bit), energy projection is debatable but Boros would still take the cake cause of CSRC and let's not forget Boros' insane regeneration. I think the reason Boros isn't god level is because he needs to release all of his energy to destroy a planet, which he can't do all the time so thats why he probably isn't god level but I'd still say he's like low-god since he still poses a threat to humanity
I hope the next chapter is Saitama reflecting briefly on how far he's come, now he's finally, maybe found someone who can rightfully challenge him. Maybe a quick Rocky 4 training montage. Then the next chapter he shows back up to the fight. Focused.
I think peak monster garou was on the same league as meteoric burst boros. His feat of punching so hard that he sends a wave through the earth, literally bending it is equal or stronger than collapsing star cannon. But cosmic fear garou is on another level. His All Life Extermination Fist is a martial STYLE, which makes me believe that his punch nuclear fission isn't an ability but instead a technique. He's essentially punching with form and causing nuclear bombs to go off. And to top it all off, I actually think that god hasn't lent any real energy to garou but just gave him the knowledge behind all energy in the universe and garou used his own power of monster evolution to accommodate that knowledge. In essence, garou just got the knowledge needed to attain greater heights rather than god just handing him the power to do so. I think cosmic fear garou is equal to/stronger than casual Saitama, which is why Saitama has to start getting serious. And that........that is bonkers to think about.

Yeah, that last attack of Garou was definitely god lvl, if it's not then god lvl doesn't mean anything. I didn't expect them to ramp it up this much from psykorochi since I expected them to skate away from Garou being a god lvl threat but damn. I'm honestly doubtful whether even Blast could take him, right now strongest characters I think are. 1: Saitma 2: God 3: Blast? 4: Cosmic fear Garou 5: Tatsumaki 6: Psykorochi 7: Boros Then it becomes a bit unclear I think with Evil natural ocean, sage centipede, and Orochi.
Even monster garou before touching god I'd say was a god level disaster considering he punched a shock wave all the way to the other side of the Earth like it was nothing. Now considering the name of his new move I'd say makes him on the level of multi-star system.

Well this open up a little bit for the power scaling discussion..what we get from this chapter is that : 1) saitama never even considered garou as a monster , even tough he clearly reach power level beyond any monster he fought before..that some crazy level of power control to keep the promise to tareo 2. “God” slightly touch garou btw, but the surge of power is huge..imagine if he take the hand completely 3. Saitama costume is at least disaster level dragon+ Probability of saitama coming back naked, almost 100%
His gamma ray burst is literally millions of times smaller than a regular one, if scale means anything in this manga. If his gamma ray burst were truly like a naturally occurring one the earth would be toast and the moon and more in the sol system, due to their sheer size alone no matter where they are pointing. His gamma ray burst likely can destroy the earth or at least the surface, which is what Saitama seems to confirm/imply. In that case Garou likely outperforms Boros decisively, since he seems able to use an earth buster and just keep going. King still no diffs though.
This reminds me of the fight between Broly and Gogeta in the new dragon ball super movie, whereby the protagonist had to 'go beyond', in order to combat a threat that was far beyond their current level, which up to that point, it was believed they were the strongest of their kind, with garou potentially being beyond saitama as he's been granted power directly by god, rather than being an outer god like saitama might represent.
in the wc the s class fight made more sense as Garoud wasn't this powerful. I dunno how ONE is planning to do it in the manga now but I hope it isn't just a simple fist fight because Garou should be able to finish that in a fraction of a second. Since Garou likes to talk I'm hoping we get enough dialogue here until Tats wakes up/is healed by Fubuki so she can lock him in place (or even better would be to slow him down) in the start of the fight so others can actually attack him.
Possible video topic. In this [big] arc King talked to Saitama about becoming a better hero [not necessarily the strongest] and Saitama didn't seem to get it at the time. Now he promised Tareo that he would save Garou without hurting him (?). Given Garou's ability to copy the Saitama techniques he's seen I wonder if Saitama decides to do a talk-no-jutsu to avoid the whole Earth being destroyed in any physical battle they would have?? IMHO this would make Saitama a better hero and show some real growth ...

Unless you want to assume that Garou was a star about to die, then its a name fallcy. Garou isnt a star, nor did he try to kill himself through that attack. If anything, the CSRC by Boros is closer to the standard definiton of GRB than what Garou did.
Maybe disaster level God are monsters stronger than any human that means stronger than blast and other s class heroes combined ,ofcourse saitama is an exception since his pwer is not known by the hero association, So disater level god at the minimum should be above blast,so for them to designate a monster as disaster level god ,it needs to comparable to blast so they could scale it to him. Garou is now universal. Of course he will now be a god level threat. Also for garou being universal. Its true. Narrator said "Bangs water stream rock smashing fist takes knowledge of the flow of energy behind raging currents and tidal surges and recreates these within ones body" means that bang takes knowledge of the flow and recreates them with his power. For garou, narrator said "garou's ability to instantly absorb and copy any technique is also an extension of that flow" meaning that when garou takes knowledge of the flow he will be able to instantly absorb the power of the knowledge it self. Then narrator said "Now garou has gained the knowledge of all energy and the behaviour of all forces in the universe" this means that he is now universal. (To be universal you'll have to tank a universal attack or have the power to blow up a universe or neutralizing a universal attack or beating a universal opponent or having the power of the universe itself.)
the thing is gamma ray bursts can be insanely huge or a trillion times larger theb insanly huge. its a spectrum above a certain point. some of the largest gamma ray bursts are black holes or a magnatar

Honestly given the abilities of past characters we have already seen, Garou throwing out nuke punches isn't the most mind blowing thing for me. But I'm certain Garou could easily destroy the earth at this point if he wanted to. At this point he's probably equal to casual Saitama, which is the highest honor anybody in the series could be graced with at this point.

You have to take it at face value when the rules of a story is told to you because all stories have rules. In the opm world garou can use an attack that is based and has the same power of a real world phenomenon but with different rules on how it effects the things around it. That is how stories work. And you might think that is ridiculous and bullshit but then you would not be reading battle manga, lets be honest.
I don't think we should underestimate Psyrochi because she's matched by Tatsumaki, but we should admire Tatsumaki for being able to stand against such an opponent. That fight was wildly underestimated in my opinion.
Happy to see someone point this out. Psykorochi spams her planet slicing beams at tatsumaki and she still wins the fight while injured and distracted by saving the heroes. Tatsumaki is a beats herself as Psykorochi could legit split off all the continents if they wanted but Tatsumaki best her while holding back and weakened

The one issue with this disaster level is that, no monster would even come close to threatening humanity as long as Saitama exist, unlike Dragons and Demons which requires a certain DC.
That in my opinion is the thing that is making disaster level "God" Unattainable.

I think people try to put the Disaster levels especially god in the perspective of our reality such as a planet or continental destroying attack which would be a threat to humanity. However, ONE's definition is too vague to take at face value. If blast really was the one who was foreseen to fight boros, that would explain why boros is just shy of god level as there is someone to challenge him. This would also explain why garou wasn't as the factor of blast was up in the air there as well. Same with Psyrochi, who was still being challenged by other heroes. Disaster level god imo is someone who without a shadow of a doubt will lead to humanity's extinction (excluding the factor of saitama).

I'd like to speculate that Garou may line himself up for an attack on the remaining heroes...but before he can do anything he gets violently launched into the sky. Saitama - who was ejected several Kilometers away and, realising that he may not be able to cover that distance with running alone, grabs the earth with his hands and Serious Table Flips the shit out of Garou.
We could have a two page spread with a tiny silhouette of Saitama on the right page, a HUGE piece of land lifted from the earth, and Garou being lifted on the left page with the other heroes being on the ground still.
At least, that's what I would like to see. But honestly anything these guys do with the next chapter is going to be incredible I'm sure!

I've always wanted to ask what this community would think about a new tier that I have thought of (but doubtless was not the first to do so): 'Demi God'. In my view, the 'Demi God' tier would sit in between 'Above Dragon' and 'God' tiers as a neat way of separating beings that are clearly beyond 'Above Dragon' (such as Boros/Awakened Garou), but don't quite make it to 'God' tier. It has just always seemed to me to be a disservice to beyond 'Above Dragon' beings to be put in the same league as 'Above Dragon' beings like Orochi.

I disagree with the notion that Cosmic Fear Garou is God level. God means a threat to humanity, humanity means all humans which includes Saitama and there is no way CFG is a threat to Saitama. The only character that looks like he is a threat to him is funnily enough, God. We've all been thinking God means Planet Buster but no, God level means someone who is able to be a legitimate threat to Saitama which is why I believe that we won't ever see threat level God until him and Saitama face off at the end of the series.
EXACTLY. Unless Saitama is a part of the threat. Of course, nothing will defeat Saitama, since him not losing is basically the whole point of his character, but I at least hope the prophesied threat is CAPABLE of killing him and is strong enough to be a “threat” to him. Saitama can still end it one punch, of course. He’ll probably just have to use a full force serious punch.
What they should do is have Blast put Saitama and Garou in some sort of pocket dimension where they can just let loose. It would make sense for the writing of the story since they wanted to stop them from breaking the dimensional seal and they can just let loose and we can see more OP power combo beauty.
Honestly the visuals in this chapter hugely undersell how powerful a gamma ray burst is. The earth would be gone even if that thing was fired outside the solar system. For comparison, this is stronger than a quasar. And a quasar is a beam of energy 1000 times as bright as the entire energy output of a galaxy. The scales of power that actually exist in our universe are astounding.

And there's a clear power difference between them to where sukuna is only playing around with him. This implied that the ranking system in jjk was flawed and couldn't accurately pinpoint a monsters strength once it started to push the top. Because in the end no one of today's age really knew how strong the top was.
It's the same here. No one knows God's strength in or out of the manga. So it's hard to say what could be considered disaster level God level strength when we haven't *seen* it yet

I think the reason Boros isn't god level is because he needs to release all of his energy to destroy a planet, which he can't do all the time so thats why he probably isn't god level but I'd still say he's like low-god since he still poses a threat to humanity
I hope the next chapter is Saitama reflecting briefly on how far he's come, now he's finally, maybe found someone who can rightfully challenge him. Maybe a quick Rocky 4 training montage. Then the next chapter he shows back up to the fight. Focused.
I think peak monster garou was on the same league as meteoric burst boros. His feat of punching so hard that he sends a wave through the earth, literally bending it is equal or stronger than collapsing star cannon. But cosmic fear garou is on another level.
His All Life Extermination Fist is a martial STYLE, which makes me believe that his punch nuclear fission isn't an ability but instead a technique. He's essentially punching with form and causing nuclear bombs to go off.
And to top it all off, I actually think that god hasn't lent any real energy to garou but just gave him the knowledge behind all energy in the universe and garou used his own power of monster evolution to accommodate that knowledge. I think cosmic fear garou is equal to/stronger than casual Saitama, which is why Saitama has to start getting serious. And that........that is bonkers to think about.

Yeah, that last attack of Garou was definitely god lvl, if it's not then god lvl doesn't mean anything. I didn't expect them to ramp it up this much from psykorochi since I expected them to skate away from Garou being a god lvl threat but damn. I'm honestly doubtful whether even Blast could take him, right now strongest characters I think are.
1: Saitma
2: God
3: Blast?
4: Cosmic fear Garou
5: Tatsumaki
6: Psykorochi
7: Boros
Then it becomes a bit unclear I think with Evil natural ocean, sage centipede, and Orochi.

Even monster garou before touching god I'd say was a god level disaster considering he punched a shock wave all the way to the other side of the Earth like it was nothing. Now considering the name of his new move I'd say makes him on the level of multi-star system.

Well this open up a little bit for the power scaling discussion..what we get from this chapter is that :
1) saitama never even considered garou as a monster , even tough he clearly reach power level beyond any monster he fought before..that some crazy level of power control to keep the promise to tareo
2. “God” slightly touch garou btw, but the surge of power is huge..imagine if he take the hand completely
3. Saitama costume is at least disaster level dragon+

Gamma ray burst is also called Supernova.. Which can destroy galaxies.. Garou did that thank god garou fires that on sky or else☠️
His gamma ray burst is literally millions of times smaller than a regular one, if scale means anything in this manga. If his gamma ray burst were truly like a naturally occurring one the earth would be toast and the moon and more in the sol system, due to their sheer size alone no matter where they are pointing. His gamma ray burst likely can destroy the earth or at least the surface, which is what Saitama seems to confirm/imply. In that case Garou likely outperforms Boros decisively, since he seems able to use an earth buster and just keep going. King still no diffs though.

This reminds me of the fight between Broly and Gogeta in the new dragon ball super movie, whereby the protagonist had to 'go beyond', in order to combat a threat that was far beyond their current level, which up to that point, it was believed they were the strongest of their kind, with garou potentially being beyond saitama as he's been granted power directly by god, rather than being an outer god like saitama might represent.

in the wc the s class fight made more sense as Garoud wasn't this powerful. I dunno how ONE is planning to do it in the manga now but I hope it isn't just a simple fist fight because Garou should be able to finish that in a fraction of a second.
Since Garou likes to talk I'm hoping we get enough dialogue here until Tats wakes up/is healed by Fubuki so she can lock him in place (or even better would be to slow him down) in the start of the fight so others can actually attack him.
I think Tatsumaki will slowed down Garou like Hit slowed down Jiren during fight using physical sealing technique
Possible video topic. In this [big] arc King talked to Saitama about becoming a better hero [not necessarily the strongest] and Saitama didn't seem to get it at the time. Now he promised Tareo that he would save Garou without hurting him (?). Given Garou's ability to copy the Saitama techniques he's seen I wonder if Saitama decides to do a talk-no-jutsu to avoid the whole Earth being destroyed in any physical battle they would have?? IMHO this would make Saitama a better hero and show some real growth ...

When the Author explains GRB he mentions it to be a release from a dying star by virtue of death. Unless you want to assume that Garou was a star about to die, then its a name fallcy. Garou isnt a star, nor did he try to kill himself through that attack.
If anything, the CSRC by Boros is closer to the standard definiton of GRB than what Garou did.

Maybe disaster level God are monsters stronger than any human that means stronger than blast and other s class heroes combined ,ofcourse saitama is an exception since his pwer is not known by the hero association,
So disater level god at the minimum should be above blast,so for them to designate a monster as disaster level god ,it needs to comparable to blast
so they could scale it to him. Which makes sense since it is said that he would only appear if a god level threat is present ,so the requirements of god level threat is equal or greater than blast,which is unknown since blast strength is still a mystery
The only known feat of blast was he is said to be capable of beating every single s class hero,so for the association to consider garou equal or greater than blast he first needs to defeat s class heroes combined

Narrator said "Bangs water stream rock smashing fist takes knowledge of the flow of energy behind raging currents and tidal surges and recreates these within ones body" means that bang takes knowledge of the flow and recreates them with his power. For garou, narrator said "garou's ability to instantly absorb and copy any technique is also an extension of that flow" meaning that when garou takes knowledge of the flow he will be able to instantly absorb the power of the knowledge it self. Then narrator said "Now garou has gained the knowledge of all energy and the behaviour of all forces in the universe" this means that he is now universal. (To be universal you'll have to tank a universal attack or have the power to blow up a universe or neutralizing a universal attack or beating a universal opponent or having the power of the universe itself.)

I like the last part you said.. some people are saying cosmic garou bodied saitama in the latest chapter but they are forgetting that saitama is still playing around with garou and going way easy on him cuz he promised tareou he will not kill garou.. it's true if saitama really wanted he could have finished cosmic garou in one punch but he won't.. we're going to see him go serious on garou in the next or the later chapter
