GTA III also had a refence to the Driver series, where in the mission called "Two-Faced Tanner" (given to you by Asuka), you have to kill a guy trying to escape in a car. He is named Tanner and looks like the protagonist of Driver 2. Asuka also makes fun of him, saying he's useless outside of the car (which you are in Driver 2). He also has a female walking animation, to make fun of his not so great animations in Driver 2.
The “welcome to hell” sign has me thinking, if hell is Vice city then in gta V their billboard that says “hell awaits you, if you’re having fun” should’ve been an Easter egg for gta 6👀

You also have to kill "Nick Kong", an obvious reference to Nick Kang from True Crime: Streets of LA, and "Marcus Hammond" and "Franco Carter", an even more obvious reference to Mark Hammond and Frank Carter from The Getaway. The Getaway especially was a really big deal at the time in the UK and seemed to be the big rival to Vice City, it always had the same amount of shelf space and magazine coverage. It wasn't that successful in the USA though, so it's sadly been forgotten as everyone's nostalgia just seems to always be for whatever the USA was doing 20 years ago...

Unemployment was way higher than anywhere else in the country. As there was no infrastructure for people to get around, merchants selling goods from moving vans took off. Ice cream vans had lots of places to hide product, was inconspicuous and travelled daily, so Scottish gangs took to muscling in on selling drugs via them.

the white trash level of the game. Vice City was released in 02 Manhunt in 03.
The chair you show in clip 17:04 is in reference to the electric chair I was going
to be executed on. The junkyard is in reference to the white trash level in Manhunt.
Also in Carcer City, there is a drug store called Ryton Aide. The same store can be
found in Little Haiti in Vice City. The junkyard demon aka Leather face is in reference
to Piggsy who is an overweight mentally ill maniac who wears a pig face and uses a
chainsaw on his victims similar to Leather Face in Texas Chainsaw Massacre. Joe's
Beds is also in reference to Manhunt. Tommy Vercetti wouldn't have survived a second
if he was put through what I was in Carcer City. Nor would Trevor. 😅🤣
