The DOD in Taiwan needs to be rebuilt. The minister doesn't have enough staff around him. And the minister supposed to be a civilian instead of a RETIRED GENERAL. Those people became big brasses not because they were capable of military affairs, but because of good POLITICAL connections. So fire those generals and rebuild the DOD structure are the most important two things to do.
