First of all, please understand that I am not an expert. In my case, I like to melt using a double boiler. I sometimes use the microwave, but if I don't adjust the time, it can burn. If melted in a pot with direct fire, the temperature is too high, so the chocolate can burn without melting. When melting chocolate, never let water enter the chocolate. Check your chocolate if it doesn't melt in many ways. Did you use a chocolate chip for cookies? Chocolate chips are made so that they don't melt well even in the oven. Dark chocolate or compound chocolate with high cacao content is recommended. I hope that my answer will be helpful. ^^

Normal dark chocolate 50-90% They didn’t tempered it hence why it was so soft to peel. It would be a lot flakier if you tempered the chocolate. However because they didn’t temper the chocolate it won’t last at room temperature 😅😅 (if you put it on side of cream cakes or top it should be fine though as cream is cold) 😊
