Besides the funny line, it's really a Spider-Man story, Spider-Man goes to rescue a friend then turns out brainwashed and tires to kill him and he tries to reason with him and then a mysterious ally shows up helps him.

0:35 alright, I think I should explain to all the non-Tokusatsu fans in these comments proper who the heck this guy is and why he's a big deal. The "the narcotics detective with a grudge against the Iron Cross Army" is played by Hiroshi Miyauchi, an actor known for his roles as Kamen River V3, Aoranger in Himitsu Sentai Gorenger, Big One in JAKQ Dengekitai, and Zubat in Kaiketsu Zubat. Having played 4 famous heroes has made him a respected and renowned figure in the toku community. What really makes this scene though, is that his character here is almost exactly the same as his character in Kaiketsu Zubat. Zubat was a cowboy detective who signalled his entrance by playing music and had weapons hidden in his guitar....just like his character in Spider-Man. So it's almost definitely an intentional reference to that show. If you still don't get the significance of this, allow me to use an analogy. Imagine if you're watching the next MCU Spider-Man movie, then all of a sudden Jason David Frank from Power Rangers shows up, and starts throwin' hands as if he were still playing Tommy Oliver. Yeah, this is the equivalent of that, basically.

Well actually, the introduction of Hiroshi in the mountain with a guitar which he was playing it, it really was a reference of Kaiketsu Zubat instead of Kamen Rider V3. We all know that the protagonist, zubat, transforms into zubat by opening his guitar and taking out his suit and the helmet and then puts it on as soon as possible.

In terms of Humans who can't use Ki, he is most definitely the strongest.

Besides the funny line, it's really a Spider-Man story, Spider-Man goes to rescue a friend then turns out brainwashed and tires to kill him and he tries to reason with him and then a mysterious ally shows up helps him.

This is exactly the level of seriousness that fits most super heroes and they were conceived into. It's amazing western entertainment has managed to make such silly concepts into such a sincere style of fiction.

The "the narcotics detective with a grudge against the Iron Cross Army" is played by Hiroshi Miyauchi, an actor known for his roles as Kamen River V3, Aoranger in Himitsu Sentai Gorenger, Big One in JAKQ Dengekitai, and Zubat in Kaiketsu Zubat. Having played 4 famous heroes has made him a respected and renowned figure in the toku community.
What really makes this scene though, is that his character here is almost exactly the same as his character in Kaiketsu Zubat. Zubat was a cowboy detective who signalled his entrance by playing music and had weapons hidden in his guitar....just like his character in Spider-Man. So it's almost definitely an intentional reference to that show.
If you still don't get the significance of this, allow me to use an analogy. Imagine if you're watching the next MCU Spider-Man movie, then all of a sudden Jason David Frank from Power Rangers shows up, and starts throwin' hands as if he were still playing Tommy Oliver.
Yeah, this is the equivalent of that, basically.

Well actually, the introduction of Hiroshi in the mountain with a guitar which he was playing it, it really was a reference of Kaiketsu Zubat instead of Kamen Rider V3. We all know that the protagonist, zubat, transforms into zubat by opening his guitar and taking out his suit and the helmet and then puts it on as soon as possible.

@ Krillin, Tien, Roshi, Chiatzu, Yamcha, even Videl has Ki control and can Fly and Shoot ki blast and stuff, Tien's students also have Ki control to a certain extent, and then there is UUB who if push comes to shove, could pretty much reach Kid Buu levels and if trained, get stronger aswell.
in terms of overall strongest Humans, he is not even top 20. In terms of Humans who can't use Ki, he is most definitely the strongest.
