My mechanic told me I needed an Engine Control Module so I bought a programmed reconditioned one from New York State. It wasn't cheap. No effect. Also new starter, no effect. New Ignition switch (where I put the key in), no effect. I'm at my ropes end!
I'm having the same exact problem with my 2004 Saturn Ion it's been doing it to me every once in awhile for the past almost year now I don't get the clicking noise just all my lights come on you can hear the fuel pump kicking in but when you try to go to actually turn it on it won't turn over. So it's either the starter or the wiring connection to the starter. I tried to take it to my mechanic but they couldn't catch it because it didn't happen to them when they would go to start the car
After a new battery, new starter, new ignition switch (passlock relearne) the fix was temporary every time …but when I cleaned the corrosion off the starter ground cable it hasn’t happened since. Good luck fuckers, hope this helps!
Make sure your battery is good. Jump it. Make sure your battery terminals are clean and tight. Make sure all your fuses and relays are good. Make sure your ground wire is free of corrosion and connected to the frame of the car.

I had the same exact issue and replaced the same things as you and still nothing worked. I got so tired of this issue that I just sold it for $1000.

Clean the corrosion of the starter grounds at the top right engine. That is the fix. Very easy, there are 3 grounds wire.

Have you tried anything to fix it if you still have it? I have the same car with the exact same problem
Ignition switch is another option or wiring issue from battery so either positive or negative wiring issue. Do a volt drop test to see if it's that.
There's also a triple atart test any auto parts store can run for you for free it tests the battery, starter and alternator
