Also, you generally have to hit a guy who has the puck, but if someone else skates into you and you knock them down, that's fine. Additionally, hitting a guy in the back while he's facing the wall is also a penalty, "hitting from behind", and depending on how hard you hit the guy, you could get kicked out of the game. As for Alex Ovechkin, most players don't have hands like him. He's a superstar player. But he also happens to be a very solidly built guy who hits people a lot.

Otherwise, the player committing the hit is guilty of interference. You're allowed to hit a skater with puck possession at all times within the legal limits which are not charging at the guy (2-3 hard strides before the hit) or elbowing and cross checking to the face. you can hit when they pass the puck away or lose it within a like 1-2 sec window also (that's called finishing your hit).
