technically it works because what u want removed are the sebacious filaments (the top when oxidized turns black and gives the look of strawberry nose) and he himself said that the peels work except they maybe too harsh so just be careful about the ingredients.
The reason they don't work is because they only take off the oxidised black part, not the core. If the core of a blackhead is not removed, it will oxidise again, turning black.

They aren't like an inch deep into the skin, so the heat will reach them (depending on how old/big they are, you will need to use warm water/vapor for longer)
