I'm in San Joaquin County, Tracy, I am just trying to convert an existing, detached 3 car garage into a 2 bedroom apartment and the City of Tracy wants $35,358 in Development Impact Fees'.
And that's before also paying for permits and school district fees'. They said that anything over 750 s.f. and you have to pay the fees'... my garage is 768 s.f.. The fees' are going to cost more than the construction. What's ironic is that the reason the state is allowing people to convert their garages to living space is to create more affordable housing.

This is why people are moving out of California, the City and County Coffers can't budget, and then when someone wants to build something they are about "well just step right up to the window"..... Big Corporations can afford to build, but Mom & Pops get the shaft for any improvements...

    The SCOTUS response given
here does not pertain to the
    builders complaint of the
    'traffic impact fee' imposed
    on him.

Yeah, now more of us can build more houses in the mountains and keep overpopulating in fire-prone areas at great expense to all tax payers!

It is only "fire-prone" because the state and/or feds do not take care of the forests. It is by design they want us out of the rural areas and move into big cities to have more control over our lives. How can this be the land of the FREE if we are being charged thru the nose anyway. This is also plane theft by our government.

We can do land maintenance and clear all the weeds away from houses. Impact fees is frauds and extortion
