im not a mason but work with brick/mortar a lot as a chimney sweep. im sure you CAN put it on top but i'd imagine grinding out most of the old mortar first will give you better, smoother, and longer lasting results. A lot of the time the old mortar gets kind of sandy as it breaks down so putting fresh mortar on top wouldn't bind that well.
Particularly with old pre-portland mortar it is quite important to clear out the sandy and less sandy mortar. Crazy mother fuckers who put it just on top for that ancient stuff. Then you have degrading mortar behind new stuff, bad bad! Anyway, I've been finding making the mortar and cleaning out the old mortar to take 4X as long as repointing new mottar. So I'm actually trying to find tops on cleaning old lime mortar, since that's the rate limiter on the work imo
If you plan on using it on top, there is a special type of product that strengthens the old mortar and fills it up. But usually, people do this when their bricks start to loosen, or the mortal is cracking. In that case, it is highly recommended to remove the old mortal to at least 15 mm deep.
That may be fast when your using your tuck pointer but not compared to pointing gun. Spend £350 on a drill with a hopper and make it back before first tea break I promise you that lad. It will shit all over any man that points by hand.
It stays there. The purpose of repointing is that over time, the weather erodes the mortar on the face of the wall. The work being done here is to improve the look of the building, it isn't structural.

Bed joints first then hesd joints.Finish your corners once they set in its hard to blend it. And that's kinda slow but for 8 hours a day tooling it's ok speed
