For all hair. They are designed to be applied to damp hair regardless of whether or not it's extensions

Of course not. There is more nuance to the conversation. Though most semi permanent dues are cationic and generally made to be applied to damp hair, there are a couple other types of dyes that could be used and in that case dry hair may be called for. But regardless, you should always default to the manufacturers directions.
