Building is about 16 year's old. Actual construction cost is less than the present construction cost.
Which construction cost to be considered?

As per ready reckoner for the building insurance company is considering current construction cost. To cover the current construction expenses in case required.

Can we get the policy even the land is not on society name? Since conveyance deed or deemed conveyance has not been made so far.

Yes. You can get the policy if the land is not on society name. You need to renew this every year.
