My thoughts are given below which may be the reason for that. Your total head is in Centre portion as inset above the shoulders. Hence, your hands have to necessarily move accordingly to reach your head little crosswise while touching your head/combing your hair and it appears to be so, i.e., as if in the same side/ position as reflection in mirror due to the crosswise nature (reverse/upside down pattern) of travelling of light from the object (that is from you/your hands - Eye & Camera theory). (But in reality you are combing your left head hair only with right hand or touching your right head portion similarly). This is only an illusory appearance since reflected by mirror. But while raising your hands straightaway upwards before the mirror, image goes straight just above the hand area and appears to be in opposite directions vertically in mirror. The above points are exclusively my own opinion, out of my own imagination/thinking, which, I hope, may be correct.
