If everyone started to have feelings for their own republic a break up would have followed sooner rather than later. That's the reason the flags were first and foremost designed to match the USSR flag, a feeling of "being a part of something big" instead of "having your own thing" was desired! Edit: This is also a leading motive behind communism, for example found in the phrase "workers of the world unite". Nation states and such were supposed to be left behind in favor of one strive for the cause.
