In this short tutorial, I have described how a spin animation and a line animation work. By adding those two, I have completed this motion graphic city.
Note: To save your time here, I have skipped the buildings making part. As in one of my previous PowerPoint motion graphic animation tutorials, I have showed how to create the city buildings using the rectangle shapes, you can check that tutorial.

I have used Microsoft Office PowerPoint 2016 to make this tutorial but you can also use PowerPoint 2013, as both are more or less same.

Sorry to say, I think that is not possible in PowerPoint :(
To get this exact effect you have to have a wider number of elements which will passes trough the slide after adding the animation (which I have done here).

Wow, you're very talented. I'm learning after effects right now. It looks like you've used AE for some of your intros. In your opinion, Is it *easier* to create an animated scene in PPT or AE?

First I want to thank you for those nice words!
Now let's come to the point:
I will not compare AE with PowerPoint cause the purpose of using these two applications are not same. AE is used for professional video editing whereas PowerPoint is for making the presentation slide as well as some basic animations.
But you have asked which one is easier to create an animated scene. I will say definitely PowerPoint is easier than AE but in PowerPoint you have some sort of restrictions such as you can not do all types of animated works here whereas in AE there is no limit of your creativity.
My suggestion for you is, try to focus on both cause there is nothing to lose in learning. And for small projects PowerPoint is the best option.

Thanks for your thoughtful response! I'm noticing that for me , creating characters in PowerPoint is super easy but doing the motion tracking in PPT can be a little complicated. Which is why I'm learning AE. You're right, focus on both. It couldn't hurt! Thanks
