Cartoon is generally seen as animations from the Western culture, specifically hand drawn style, and anime is Japanese, even though it technically is short for animation. Can you call it cartoons? Sure. Are you wrong? No. Will certain people get mad still? Yes. It's one of those things where it's a subset of the umbrella term, and became it's own thing to the point where it's seen as disrespectful if you call it the other.
Honestly, very similar to Scotch and whiskey. Just where it's from. I guess to a further extent, you can call it anime even if it was made geographically else where if it has similar tropes and feels to it. All in all, the whole thing is very subjective.
