it's easier if you play a Eb major scale in the chord of Cm9 and than Eb harmonic major in the chord G7alt. Just change the C note in the first chord for Cb (B) note in the second chord and ready!!

A simple but perfect vamp to explore combining so many scales and arpeggios and changing scales to target notes on each chord in a progression. So man scales work besides the ones you mentioned. Since the G altered scale contains fragments of both whole tone, diminished scales. Also various diminished, dominant 7, and augmented arpeggios. The melodic minor is great too for Cm9. It gives rise to similar related scales and arpeggios. Also some major 7 arpeggios work. Then of course C minor, dorian modes and altered pentatonic's. This simple two chord vamp is so useful.

Try playing Ab, F or maybe even Eb as the root for the Cm9, and then maybe a D or Db for the G7alt. You can start creating some direction to the song.
