So the steering cam has springs on either side to actuate the control valve. So why don't they get rid of the springs and add a mini steering cam type part that can actuate the control valve by spinning instead of moving up and down?
Same principle is still used today. However some improvements are made. Today the ratio of power is dependent of the speed. The slower the speed, the greater the assistance, the higher the speed, the lower the assistance. More and more cars get now electrical assistance, more accurate. Like hydraulic assintance, now common on al cars, this evolution started with the high end cars but will be common the next decade.
