Things were under control and militants were unable to raise their heads so long as there was strong govt at Delhi. Bjp faild to win majority of its own and opposition gaind some grounds resulting into formation of comparatively weaker NDA govt, encouraged militants to bring heat in the conflict as a result causality of soldiers has gone up.
UP and Maharashtra electorates are responsible for this mesh.
