I didn't include every address that is used for each audio source but below is an explanation of them all. Each audio has 4 addresses used and end in the same number. F and 1 is the sound it picks. 4 is how long the duration of the sound goes before looping back. And C is the pitch and speed the audio plays.
In Las Vegas, the patrol cars get their sounds from vehicle slot 04, which is the pickup truck, as opposed to slot 03, the second sedan. Although in some Vegas missions, you can hear the patrol cars with the slot 3 sounds.

Holy shit how didn't I watched this video before? Awesome codes. One in particular is the engine sound changing, I always used the "cop car modifier" trick to change the third car to the one you want the cop car to sound like (as the cop car shares the third car's engine sound)

I got new codes for editing Driver 1 Miami map on PS1. Like wall removel, traffic lights, and more. They are huge codes because the map layout is square by square.
When I combined this code of not having cop voices with the code to increase the number of cop vehicles in pursuit (felony bar) the audio of the game decreases distorts and keeps crashing during gameplay.
About time that no cop dialog is fixed, also question: Is it possible that if I added Civilian 4th vehicle as a cop but not 3rd vehicle sounds? I mean like Cane's Compound and Cane's Cash with 2nd vehicle.
On Cane's Compound the Van is also used as the Possible Traffic Vehicle 3 on that level so it makes it seem like there's only three vehicles but there are still four being selected. As for a way to get the cop vehicles their own sound is a yes and no. Yes I found an address that changes but no because It only works for the A.I. cops. If you try getting in a cop car with this code it will still sound like normal. The cops will still have their own though.
