      No, because you would only make it into a reciprocal fraction if the exponent is negative, not the coefficient. We already know that -16 / 16 = -1. I hope this helps.

      Like previous comment, only a negative exponent can turn into a fraction, like this: x^-2 = 1/x^2.
      In 13:32 -16/16 = -1
      Then, u^3/u^2 = u^1 (note how the power is positive)
      and, v^5/v^4 = v^1
      Finally you group terms
      -1u^1v^1 = -1uv (you can ignore the exponent when the exponent is 1)
