You would be right, but the food regulation in Israel is absolutely horseshit... It's way beyond food safety, they are so strict on subject that have nothing to do with food safety. For example for many consumer products and automobile products, we have Israeli regulation, that is more strict than US or EU regulation, and hence you can't import some US or EU products because according to our regulations - they aren't safe.

When it costs 1500-1700 dollars a year to put a sign on the front of your restaurant and probably other absurd fines and fees I'm not surprised it's hard to make payroll. They have to fund the occupation somehow I guess.

Dollars are what we use in america. So when they say 50 dollars they mean 50 dollars. when he's talking about signage he says 4 or 5 thousand NIS which is israeli shekels. what they use in israel. Its all pretty obvious actually. according to google 1 israeli shekel is .29 us dollars so if you do a little math you can discover they are charging roughly 172 NIS for 2 burgers. Pro tip...different countries have different currencies so when you hear a particular type of currency being discussed it is the currency of that country.
