Sebastian Zumvu is one educated Village Council Chairman. Some of the issue raised by him are genuine, however, I do not agree on the issue of the farmers getting an extended ILP. There are many genuine Indian citizens in the agro sector but the bulk of these Non Local farmers identiy is doubtful. Nagas should be taking advantage of the ILP regulations in Chumoukedima and Niuland areas to promote local farmers and thier produce. Our ancestors were cultivators - why not now? Many of these non local farmers have captured the agri sector and the market and earning their livelihood from the produce of the land. Talk about unemployment - why not encourage some of our Naga youths to take up farming by employing modern methods of farming as a means to employment instead of waiting for white collared jobs. So long as these non locals(Miyas) with their cheap labour continue to till our lands - the prospect of grooming local farmers will be a challenge. Farming or menial labour has been looked down by our Nagas, but these Miyas are thriving at our folly. In fact we need to look at our agrarian economy from 10 -20 years hereon and if the new ILP regulations should serve the interest of potential local farmers.
My grandparents my parents and now me . We were farmers and will be. We do jhum cultivation and terrece cultivation, never in my life i have needed plain manu to work in my field. If my elders can't work i will work and feed them, when i can't work in the field anymore my sons and daughters will work and feed me. For me this is wrong, by giving special privileges for one category. You are just creating a Loophole. People in the other categories can buy in with money "Bribe". And the cycle continues nothing changes.
In other districts we have many non locals who are engage in construction works and others are engaged in paddy fields and farms. As per the govt notification they are given 3 months ILP certificate which are supposed to be renewed every 3 months. The same system should be applied to everyone non locals throughout Nagaland.

It's time they diver thousands of their comrades to turn to agriculture, creating a sustainable source of income. Verification every 10 months will be ideal. Three months is short, cumbersome, bureaucratic -- reporting four times a year sound harsh in my estimation. Once every ten months😅. Or once every first two weeks of November. This will prevent unprincipled Naga troublemakers from harassing non-locals.
