No. The rulebook clearly points that if a direct freekick is set to play, the attacking team is free to play whenever they want as long as the ball is staying still. If the wall is closer than the referee's line it's a disadvantage to the attacking team. In Football disadvantages cause a foul unless it causes a bigger advantage to the attacking team. For example keepers leaving the line before the penalty but if the penalty is scored it will not be retaken because the disadvantage already caused a goal for the disadvantaged team. So basically one negative and one positive makes it neutral. In this case however it's the thing I mentioned first. It's up to Messi when to take the freekick. If you ask about "Then why are the referees blowing the whistle before it's taken?", The reason is:The referee must pressure the players to waste as minimum time as possible to let the game flow. It's basically a warning that tells the freekick taker "All the disadvantages have gone away there is nothing that keeps you from playing the ball". And if the taker takes a lot of time they will be punished because of time wasting. So to cut it short : Referee does not have to whistle before the play and Messi does not have to wait for the referee to whistle.
I remember there was one in which the kicker stumbled and fell rolling on the grass on purpose, then the next player immediatly kicked. Brilliant. There was another in which the team players pretended to be fighting and yelling between themselves, discussing about which one should kick, confusing the rival defenses, before kicking violently.
