Probably a lot safer than steel being used as it is very light weight. My guess is that most of the debris that scattered outside the immediate vicinity of the turbine were carried by the wind.
There should be a safety brake like in an elevator that brings it to a complete stop once it exceeds a certain speed. Not just a speed limiter, a full shutdown
