I have a older house block, im considering leaving the soffit open but seems i will have to sand the exposed rafter tails and wood. Whats a good water resistant primer paint or application for cosmetic and water protection ?
I would have to see photos to know exactly what your referring to. I love bear marquee paint. You can purchase it at any Home Depot. Satin finishes are typically standard on a home's exterior. I'd apply two codes or three if you want to take extra precaution

That's the thing... This all needs to be done while the gutters are off the house. In most cases it's best to replace the gutters at the same time as replacing the fascia
