The video is great, and there are a lot of forgotten games to the most! Obviously there is some game missing. Since no one point out, i would like to remember a city builder (sort of), that is one of the oldest (but it has gone to some remakes recently), and quite unique in his own: DWARF FORTRESS. Ok, you build a fortress and not a city, but in the world you are playing a fortress is like a city for the dwarves, and the purpose is to build and grown one that works efficiently, like other city builders!
The best city builder I've played are Zeus, Caesar 3, Cities Skylines and The Settlers: Rise of An Empire. In no particular order. I'm surprised you don't consider these (except for Cities Skylines) as Of All Time except for Cities Skylines. All of the games in the list are new games, yet untested by time.
A nice list but as @SteelOgrethatis said, "All Time" is a little misrepresented. Not sure about the exact timeline, but these mostly seem to focus on the last 5 years? Maybe a few exceptions? Also, with some of the games mentioned you're opening up the list to some of the broader RTS and settlement survival games, in which case you're missing a few names. Regardless, some very nice games on there, some of which I'm rather eager to try!
For you guys checking my comment i can recomend you some of these games. There goes: Kingdoms and Castles, Transport Fever 2, Surviving Mars and spécially Kingdoms Reborn, Ask me why if you want.

stronghold is mainly a strategic game focused on sieges. Calling it a city builder because you build up some elements of the fortress is like calling Age of Empires games, as well as 99% of RTS, also city builders, because you build town centers, farms, armories and so on.
