Very good overview of Carter’s life and presidency! I’m sure there will be much talk of the more controversial aspects of his presidency, but I think most can agree that regardless of how you rate his presidency as a whole, he did have some major achievements and was one of the most admirable people to serve as president

I hate to be rude, but Carter promised the military that he would give us a pay raise that would get us even with all the past years we had gotten behind. It worked out to a 6% pay raise. After he won, he changed his mind and only gave us a 2.14% pay raise that didn't even get us even with the year he took office. I registered to vote after that and voted ever since then.

This was from Naval History and Heritage Command: "and he supported military pay raises of 6.2% for 1978, 5.5% for 1979, 7.0% for 1980 and 11.7% for 1981, and although the 14.3% for 1982 was signed by President Reagan, that is what had been submitted in the Carter budget."

Congress approves the funds for military pay, as far as I can tell that was out of Carter’s hands.
Um, hate to break this to you, but we (I was in) got a 29% pay raise in 1980, his last year in office. So, yes, he did live up to that promise.
