I think Hammer Crash isn’t an X-treme dash, but a move that uses the mass of the hammers to deliver a strong smash attack. In the series Hammer Crash is usually seen after Hammer Smash, which (as you noted) doesn’t actually cause any recoil for the opponent, just destabilizes evident by the battle against Shieru. Bird was most likely experimenting with Hammer hence the weird move combo.
