You can - you can offer referral fees to people who refer business to you! You may not need an software for that, if it's a smaller number of clients to manage.

I have a website in the U.S. where I sell digital products and I have affiliate marketers that help sell my products by promoting it. As the owner of my business, what duties DO I have in regards to reporting to the IRS for tax purposes related to me paying my affiliates. I wouldn’t consider my affiliates employees necessarily, but I am paying them. Do I need to fill out a 1099 for each individual, and if I do, do I tell them that upfront (and if they live outside the country I believe there is a different form)? Any light you can shed on this would be appreciated, thank you.
Yes you would need to send each affiliate a 1099 if you paid them over the threshold (I believe that was $600 at one point). However, if you pay your affiliates with PayPal, PayPal will take care of sending these 1099s for you. Hope this helps!
Statement that "you don't pay unles you have income coming in" is misleading. Actualy you will pay a lot to bring affiliates to your site, make them affilate and make them work to sell your products! Believe me, you will pay!
