Your truck trailer example of CGVWR is exactly why the regulations are flawed.
If the tow vehicle CGVWR is under 26K the 26K rule shouldn't apply.

I see your point. But it's the definitions of Gross Combination Weight Rating versus Gross Vehicle Weight Rating, "whichever is greater"
