You need to adjust that cable with the correct procedure which is to raise up the grass door to expose the transmission access door, remove the door and with the handle forward locate the notch on the lever to alignment with the notch on the transmission case ...!
The access door under on the back of the mower deck is for checking the hst fluid level... The cable is on the front side of the transmission on a purge held in by a push nut... There are no marks for proper adjustment on any Honda HST transmission that I have ever seen...

You procedure was not correct concerning your motion cable adjustment...
You’re missing the small spring that opposes the larger spring...
You’re missing a spring there two, there should be a smaller spring opposing the larger spring
