I just bought the OUXI V8, and it's not charging up. What should I do,as,I, need help asap?

I just got the same bike and added the back seat extension but when I go to move the rear light there isn’t enough cable to get it to the back plate. Worried I’ll mess it up if I try to pull it too hard.

The top won't come off for the handle bars

Jiggle it left and right as you you're pulling upward it should come off
