11:54 I'm actually not surprised we don't see finite actions more often, because we _do_ see it often; most Eurogames nowadays truncate their lengths to a fixed number of rounds, usually amounting to 20-30 turns/actions per players. Sadly, many of them feel artificially cut short to prevent them from overstaying their welcome were they to naturally end with variable lengths.
The genius of Bus' action count comes from allowing players to take more actions per round, but the total stays the same, thus getting the advantages of both variable length and finite actions. Plus, subsequent actions in a round become weaker, which adds to the tension of "rushing more actions now vs waiting for efficiency"
